The subject of the auction is the total price of the subject of the contract including all costs and discounts, excluding VAT for each part of the subject of the contract, or the lowest price of the accepted bids submitted in the initial phase of the procedure. Invitations to participate in the auction will be submitted electronically through the ESPP after full evaluation of initial offers, to all economic operators who have submitted acceptable bids in the first stage of the procedure. Following the evaluation of the initial bids and approval of the initial ranking ESPP will send an automatic notification to the registered e- mail address to any economic operator who is ineligible to participate in the electronic auction, while qualified bidders to participate in the auction directly receive the invitation to participate in the auction. The invitation to participate in the auction will include the following information: the starting price at the auction , or the lowest price than originally submitted bids, the date and time of commencement and completion of the auction , the interval in which to implement the negative bid (minimum and maximum difference in offered prices) and the current ranking of the bidder made based on the originally submitted price. For this purpose, the contracting authority shall open procedure for awarding a public procurement of goods, which will end with an electronic auction, the latest stage in an open procedure, electronically through the 'Elektronski sIstem za javni nabavki' (ESJN) available the following web address: https://www.e-nabavki.gov.mk, in accordance with Article 21 and 22 of the Law on Public Procurement ('Official Gazette' br.24/12) for the announcement 05-3106/2 number. Public contract will be awarded through an open procedure, which will end with the auction as the last stage in the proceedings. — This procedure will be implemented electronically through the Electronic System for Public Procurement (https://www.e-nabavki.gov.mk). — Further information on the use of electronic means: To be able to participate in the proceedings, it is necessary to register in ESJN and have a digital certificate. Registration is free in the ESJN. Economic operator is registered in the ESJN by completing a registration form which is part of the ESJN, the ESJN which automatically processes the data from the registration form, generate code and delivers it to the registered e-mail address of economic operator.
