The objective of the Governance Assistance Project is to assist the government in (i) improving the efficiency and effectiveness of governance processes in the management of public finances, (ii) promoting transparency and accountability in the performance of public sector functions, and (iii) fostering the investment climate in Mongolia. Overall project implementation is satisfactory. The recently completed mid-term review mission highlighted the main achievements of the project which include the notification of mining cadastre regulations conforming to international best practice and the implementation of a computerized cadastre system; the expected rollout of the treasury's Government Financial Management Information System (GFMIS) to all soums by the end of 2010, thereby significantly improving treasury controls; the development of a new survey-based corruption perception index to measure the progress in the government's anti-corruption efforts; and the completion of the new household socioeconomic survey in 2008-09 and increased data dissemination and transparency by the National Statistical Office. No major project reallocations across implementing agencies are required. The reallocation across expenditure categories is necessary as per the routine adjustments of tasks needed during project implementation and as agreed to between the Government of Mongolia and the World Bank, and as per the request of the Government. There is no change to the project development objectives, key performance indicators, or key project activities.
