PROGRAMA NOVA BAIXADA / NOVA BAIXADA PROGRAM. Programa Nova Baixada operates in Brazil.
The program will introduce: (a) a decentralized urban management model with community involvement, improving garbage collection, urban maintenance and other municipal services; (b) improvements in sanitary conditions and health care services leading to the reduction of water-borne diseases, infant mortality and improvements in other health indicators; and (c) an integrated urban development approach to expand physical and social infrastructure. The program will contain a neighborhood upgrading component to finance projects based on master plans and prepared with community inputs in the following areas: (a) basic sanitation (water, sewage and drainage); (b) street paving; (c) street lighting; (d) solid waste collection systems; (e) parks, recreation areas and landscaping; (f) child care centers; (g) primary health care systems; (h) sanitation and environmental education and community development activities; and (i) small business promotion. It will also contain a complementary infrastructure and services component to finance specific projects required to support or complement the implementation of the upgrading projects
