Chhattisgarh State Road Development Project operates in India.
The TA will provide the basis for the government to develop the sector in an integrated manner covering not just investment but also institutional strengthening. It will be carried out in two phases. The output for Phase I will be (i) a master plan showing the road sector infrastructure needs for the next 10 years; (ii) prioritized investment needs for new construction; upgrading/major improvement of existing roads; (iii) feasibility studies, engineering studies and preparation of bid documents for 100 km of new roads/major upgrading works (henceforth called Phase I core roads) (iii) initial environmental impact analysis and social impact analysis for the Phase I core roads; (iv) resettlement plans for the Phase I core roads and resettlement framework for the overall sector development program; (iv) action plan for the institutional strengthening of key sector institutions focusing on the State PWD; (v) a private sector development plan to identify road projects in the Phase I core roads suitable to attract private sector financing or public-private partnerships; (vi) an action plan to encourage the development of road transport services e.g. public transport and freight transport including reviewing relevant regulations (vii) an action plan to improve road maintenance including considering of different financing mechanisms and reviewing relevant legislation and enforcement of axle load and weight restriction regulations; (vi) action plan to improve road safety. In Phase II the output will be (i) feasibility studies, engineering studies and preparation of bid documents for 1000 km of new roads/major upgrading works and 500 km of district and rural roads under the jurisdiction of the PWD (henceforth called Phase II core roads) with priority to be given to state roads that complement rural roads being constructed under the Pradhan Mantri Gram Sadak Yojna (PMGSY) or Prime Minister's Rural Road Program; (ii) initial environmental impact analysis and social impact analysis for the Phase II core roads; (iii) resettlement plans for the Phase II core roads using the resettlement framework developed in Phase I (iv) a private sector development plan to identify road projects in the Phase II core roads suitable to attract private sector financing or public-private partnerships
