This operation will develop prevention activities, coordinating efforts amongst different public entities and civil society in the most affected municipalities by crime and violence in the provinces of Panamá, Colón and Chiriquí. The Program targets adolescents and young adults which represent the age group that holds the largest amount of crime and violence victims and perpetrators. Within this age group, the Program will focus on vulnerable youth, youth at risk, and offenders among the poorest socio-economic strata. The Program will have the following components: Institutional Strengthening: (i) strengthen and improve performance of institutions involved in citizen security and crime prevention at the national level (MINGOB, including its National Police force and the penitentiary system, MINJUMNFA) and local level; (ii) capacity building to municipal and national government employees involved in crime prevention; (iii) create an integrated information technology and statistics system allowing the Government to develop national policies on crime and violence prevention, including an Observatory for an on-going geo referenced assessment of the problem; (iv) incorporate a monitoring and evaluation system. Prevention activities: The Program foresees implementing community-based violence prevention programs; violence prevention activities in schools; peaceful conflict resolution programs; building recreational, educational and social infrastructure; vocational training programs; and integral attention initiatives that include return-to-society programs, and remedial education for youth at risk and young offenders. Social awareness communication strategy: The Program foresees promoting basic civic and moral values and strengthening social and cultural attitudes and habits that favor peaceful coexistence.
