The Project is designed to promote economic and social development of the eastern part of the province of Sichuan by providing improved road infrastructure in the Chengdu-Nanchong corridor and improving access to poor villages. Specifically, the Project comprises (i) construction of a 208 kilometer (km), four-lane controlled access highway linking Chengdu, the provincial capital, and Nanchong, a major commercial center (Map 1); (ii) reconstruction of 300 km of provincial and county roads in designated poverty counties in Nanchong District; and (iii) institutional development to promote improved quality, road safety, and benefit monitoring and evaluation
