NG-State Governance & Cp Bldg TAL (FY05) operates in Nigeria.
The State Governance and Capacity Building Project seeks to enhance the efficiency and accountability within the management of financial, and human resources in participating states, in line with state poverty reduction strategies. The Core Reform Program, the largest component, aims at increasing the ability of Bauchi, Cross River, and Kaduna states to improve the development, and implementation of public policies and programs. To this end, it will rebuild basic systems of public financial, and human resource management in terms of efficiency, accountability, and transparency. In addition, it will promote the standardization of public financial management procedures, and of financial data production, to attain appropriate data aggregation and analysis, and as well, facilitate the formulation and implementation of national fiscal policies. The second component - States specific reform programs - will support additional selected institutional reform, and capacity building initiatives identified by the states. Bauchi and Kaduna states are committed to modernizing their tax payers' identification, and data management systems, in order to strengthen internally generated revenues. Cross River State (CRS) has selected to strengthen the Management Development Institute, as a key element of CRS's public service skills development program, and, to improve the judicial service delivery.
