AR Inst. Strengthening - ANSES II TA operates in Argentina.
The Institutional Strengthening of the National Security Administration Technical Assistance Loan Project builds on the achievements of the first operation, and the project development objective is to enhance service delivery of the National Social Security Administration (ANSES), by improving its efficiency, effectiveness, transparency, and accountability, through institutional reengineering, fraud and error detection, change management, and greater internal and external oversight, as well as institutional strengthening of the Social Security Secretariat. The Institutional Effectiveness of ANSES is the first component, which aims at increasing the efficiency of ANSES through the design of a new strategy, reengineering, and automation of core business processes, a redesign of the organizational structure, and the necessary mechanisms to support these changes, supporting particularly the following subcomponents: Strategic Management; Reengineering of core business processes; Automation of core business processes and integration of systems;and, Improvement of the organizational structure, and decentralized service-delivery. The second component - Institutional Effectiveness of the Social Security Secretariat - will promote the institutional strengthening of the Social Security Secretariat of the Ministry of Labor, to enhance its managerial and technical capacity for greater oversight of social security institutions, supporting the following subcomponents: Strengthening the management capacity of the Secretariat; Strengthening the technical capacity of the Secretariat; and, Promoting outreach to other public institutions, private sector, and civil society. The Transparency and Participation component, seeks to enhance the transparency of ANSES by improving access to, and exchange of information, particularly through improved fraud and error detection, litigation control, cross-checking of beneficiary data with other institutions, and social accountability mechanisms for beneficiaries, and stakeholders, supporting particularly: Fraud and error detection; Strengthening litigation control; and, Greater access to information. The fourth component - Change management -is designed to ensure effective project implementation across components, mitigate risks, and support sustainability. It includes overall project management, and specific change management instruments, including a communications strategy and dissemination of public management best practices, supporting monitoring and evaluation.
