The promotion for greater equity, and quality of education services, is the main objective of the Ceara Basic Education Quality Improvement Project, for better education, both in academic achievement, and learning environment. The components will: 1) implement in-service, and continuing teacher development programs through various models, to raise academic qualifications of teachers, both at state, and municipal schools, introducing effective teaching practices. Additionally, non-formal early childhood development programs will be supported, basic operational standards for state schools will be assured, accelerated programs for over-age students will be developed, and, the Pedagogical Monitoring and Support System will be upgraded; 2) expand access to education, through televised educational programs (TELENSINO), and, increase accessibility for dropouts, parents, and young workers (age group 15-39 years) (Educacao Contextualizada). The component will finance technical assistance, consulting services, and teacher training, including teaching-learning materials, and evaluation/administrative expenses; 3) within the State poorest municipalities, education will be upgraded, through financing of non-formal initial education, and, innovations in fundamental education activities, to increase student learning achievements, namely under the Municipal Education Development Program (PRODEM); and, 4) foster school autonomy strategies, and strengthen institutional arrangements, through schools'reorganization, implementation strategies, studies, and impact evaluations, including social participation and mobilization
