The Project's objective is to reduce poverty and promote economic and social development through continued support to the Government in reestablishing the primary road network that was damaged during two decades of conflict and neglect and assist in implementing cost-recovery measures. The Project is to (a) reconstruct and improve the Andkhoy-Qaisar section (210 km) of the national primary ring road; (b) install tolling facilities including toll plazas and weighing machines for newly improved primary roads in Afghanistan; and (c) provide project management support to the Ministry of Public Works (MPW)
