Africa: Regional Urban Upgrading Initiative. The World Bank The World Bank’s Africa: Regional Urban Upgrading Initiative, financed in-part by a grant from the Norwegian Trust Fund (NTF), is examining and selectively supporting urban upgrading programs in the Region through a variety of interventions. The initiative has a Knowledge Generation Component which focuses on improving our knowledge base on low-income slum settlements in Africa and the lessons learned from previous upgrading interventions aimed at improving service delivery and quality of life for the urban poor residing in these settlements. A significant amount of primary and secondary material has already been compiled and the next step—the subject of this procurement notice—is to design and implement an empirical study of slum settlements in two African cities (Dakar and Nairobi)
