Emergency Stabilization of Electricity Supply in the Republic of Montenegro Project

Supply and Installation of Computer-Based Financial Management Information System (FMIS)

This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 610, 16 July 2003.

The State Union of Serbia and Montenegro has received a credit from the International Development Association toward the cost of Emergency Stabilization of Electricity Supply in the Republic of Montenegro Project, and it intends to apply part of the proceeds of this credit to payments under the contract for the Supply and Installation of Computer-Based Financial Management Information System (FMIS).

The Electric Power Company of Montenegro (EPCG) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and Installation of Computer-Based Financial Management Information System (FMIS). The scope of system are:

• Supply, customisation and installation of all application and system software required,
• Provision of all hardware including Servers, Workstations, Printers and other devices necessary to run the FMIS (EPCG will provide access to LAN and WAN),
• Implementation consultancy, training, system maintenance and technical support.
The supply and installation period is twelve (12) months.

Bidding will be conducted using the International Competitive Bidding (ICB) two stage procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all Bidders from eligible source countries as defined in the Guidelines.

Interested eligible Bidders may obtain further information from the Electric Power Company of Montenegro and inspect the bidding documents at the address given below every workday from 8 a.m to 3 p.m local time.

A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of two hundred (200) Euro. The method of payment will be direct deposit to Company’s bank account No. 2321011-978-1-02002230 at Crnogorska Komercijalna Banka AD Podgorica Swift Code: CKBC CS 22, acc.no. 400876851700, with intermediary Commerzbank AG Frankfurt/Main Swift Code: COBA DE FF, or the EPCG account current no. 535-1563-46 at Niksicka Banka AD for local payments. The bidding documents can be picked up at the address stated below or sent by courier.

First stage bids must be delivered to the address below at or before 31st May 2005, 1:00 p.m. local time. Late bids will be rejected. First stage bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 1:00 p.m. local time on 31st May 2005.
