This notice updates the General Procurement Notice which appeared on page 1 of issue 626 of the Development Business dated March 16, 2004.

The Government of Grenada has received financing in the amount of US$ 8m (4m loan 4m credit) equivalent from the World Bank toward the cost of the OECS Education Development Project (Grenada) and it intends to apply part of the proceeds to payments for goods, works and related services to be procured under this project. This project will be jointly financed by the World Bank and the Government of Grenada and the British Department for International Development (DFID).

The project will include the following component/activities:
(1) Increasing equitable access to education through expansion and rehabilitation of Secondary Schools and procurement of equipment, furniture, textbooks and materials to facilitate the additional places provided.

(2) Improving quality: The curriculum for the lower forms of Secondary Schools will be reoriented with emphasis on improving literacy and numeracy skills among students.

(3) Upgrading of teaching skills among teachers through implementation of a range of training programmes (local, distance, overseas) for teachers.

(4) Improving student support services to include establishment of a textbook rental scheme, provision of additional guidance counselors, adoption of peer counseling schemes and introduction of student led co-curricular activities.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: selection and Employment of Consultants by the World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s International Competitive Bidding (ICB) procedures will be announced, as they become available, in UN Development Business, dgMarket, local and regional newspapers.
