BOLIVIAN DESCENTRALIZED INFRASTRUCTURE FOR RURAL TRANSFORMATION PROJECT (IDTR)
GOVERNMENT OF BOLIVIA – THE WORLD BANK
Tender for Photovoltaic Medium Term Service Contracts

1. The IDTR Program. IDTR is a ten year, three-phase adaptable credit program of the Bolivian Government, financed by the World Bank. The first phase of the program consists of a US$ 20 millions credit, approved by the World Bank and the Bolivian Congress (No. 3788-BO). It will increase access to rural electricity and information and communications services, using decentralized public-private business models while focusing on productive uses and training of suppliers and users. Within the electricity component, output-based subsidies will be competitively awarded to private sector through a one-round multiple-lot tender for innovative Photovoltaic (PV) ‘Medium-Term Service Contracts’ (MSC) aimed at the local market development for Solar Home Systems (SHS).

2. Phase One Solar Home System Goals. The tender aims at servicing about 15,000 rural families and small enterprises, in addition to rural schools and health posts, during an initial four year phase. In 14 well defined areas of Oruro, Potosí, Cochabamba and Santa Cruz, PV Medium Term Service Contracts of varying sizes (from 400 to 2,700 minimum users per area) will be bid out to private operators. The IDTR Program will carry out workshops to explain each step of the bidding. The date of this workshops will be announced opportunely. Successful implementation of Phase One will trigger subsequent two phases, each with comparable PV installation targets.

3. Invitation. Local and international private sector players with experience in PV-based services are invited to participate. If an interested company doesn’t have any PV qualifications, it can team up with more experienced companies to form a consortium (e.g. with or amongst PV equipment suppliers, PV system integrators, micro-credit organizations, community organizations or NGOs) to meet the pre-qualification and qualification criteria.

4. Interested parties can buy the Pre-Qualification documents from January 17, 2005 until March 25, 2005 at the address given below, against proof of payment of $us 100 (one hundred US dollars 00/100) via deposit to the Bank account No. 4885 of "Banco Central de Bolivia" at the name "Preparación Proyecto de Electrificación Rural y Tecnología de la Información y de la Comunicación".

6. There will be a public hearing February 15, 2005 at 10:00 am to answer questions about the Prequalification Call Documents at the above mentioned address
