IDB463-645/04 Country: JAMAICA Project: KINGSTON WATER AND SANITATION PROJECT Sector: Water& Sanitation / Consulting Abstract: VACANCY FOR PROJECT MANAGER Loan No. 1559/OC-JA On 23 June 2004, the Inter-American Development Bank (IDB) approved the above-mentioned loan in the amount of US$ 40 million to the National Water Commission of Jamaica (NWC), guaranteed by the Government of Jamaica, to cooperate in the execution of a project for measures to increase the efficiency of the NWC. The specific objective of the project is to improve the quality of services provided by the NWC to the Kingston and St. Andrew Area and increase the efficiency and sustainability of the NWC. The main components of the Project include: --Supporting the re-organization and modernization of NWC --Rehabilitation of potable water supply for Kingston and urban St. Andrew (KSA) --Sewerage treatment for KSA The NWC, the executing agency for the Project, invites individuals with strong technical and analytical skills and relevant practical experience in the design and implementation of large and diverse infrastructure projects to apply for the position of Project Manager. Reporting to the Chief Engineer, the Project Manager will head the Project Implementation Unit that will be established to manage the project. The incumbent will be directly responsible for all aspects of the Project and the liaison with the IDB. Ideally, the successful candidate should possess: --First degree in Civil Engineering --Post graduate training in Project Management and/or Construction Management --A minimum of 15 years professional experience in engineering including at least seven years at a senior level and five years in managing multi-faceted, multi-disciplinary projects of a similar nature; --Comprehensive understanding of internationally acceptable contracts for civil works and engineering consultancy services; --Sound knowledge of project design and implementation, as well as financial and project management monitoring and evaluation; --Competence in the use of project management computer based tools; --Knowledge of the IDB’s procurement policies and procedures would be an asset; --Excellent communication, management and interpersonal skills.
