THAILAND

Stimulating VCT and Early Recruitment into ART in Thailand

ASEM Trust Fund


1. The Ministry of Public Health has applied a grant from the International Bank of Reconstruction and Development (IBRD) in the amount of US$ 260,000 equivalent, toward the cost of the study of Stimulating VCT and Early Recruitment into ART in Thailand, and it intends to apply the proceeds of this grant to payments for related services, and consulting services to be procured under this project.

2. The project will include the following components.
1. Assessment of the demand for voluntary counseling and testing services (VCT) among general population and high risk group. The consultant will be responsible to produce information, analyze data and draft report on demand for VCT among general household. The primary data collection of demand for VCT among general population through household interview survey in sample districts. The sample districts are selected on a multi-stage stratified random. For the high risk group, the consultant will be responsible to produce data, analysis and draft the report on demand for VCT among high risk groups. The primary data collection of demand for VCT among high risk population through exit interviews of clients of commercial sex based on purposive sampling method.
2. Assessment of demand for antiretroviral treatment (ART) enrollment among asymptomatic and symptomatic HIV infection at various level of CD4. In selected VCT clinics in the sample districts, the consultant will be responsible to structure interview-survey of post-test counseling for HIV positive individuals on demand for CD4 test, demand for waitlist and finally demand for ART enrollment.
3. Estimation of demand function for VCT. In the sample districts, the IHPP with research teams will analyze the determinants of demand for VCT, estimates current and ten year forecast demand for VCT.
4. Assessment of supply side capacity of VCT and ART delivery and gap between the potential demand and supply side capacity. In the sample districts, the consultant will be responsible organize supply side surveys of VCT and ART delivery including human resources and quality of counseling, health system responsiveness, confidentiality, service hour and amenity. The IHPP with research teams will estimate the gap of mismatch between potential demand for VCT and ART, and supply side capacity to provide these services. The recommendations on demand creation for VCT and ART and policy choices to fill up the gap of demand and supply will be prepared as a reports and papers.
5. Design of a set of pilot interventions to stimulate demand for VCT and ART. The IHPP with research teams will be responsible to design a set of demand-side incentives/mechanisms to encourage VCT and early recruitment into ART and a system for evaluating the pilots.


3. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by Bank Borrowers, January 1997, Revised September 1997, January 1999, May 2002 and May 2004.
