This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 590 of 16 September 2002.

The Government of the Republic of Srpska has received a credit from the International Development Association (IDA) toward the cost of the Road Management and Safety Project, and intends to apply part of the proceeds of this credit to payments under the contract for Rehabilitation of Caparde-Karakaj road. The Public Company “Republic of Srpska Roads”-Project Implementation Team now invites sealed bids from eligible bidders for the rehabilitation of main road M4 Caparde-Karakaj. The construction period is three (3) months.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information and inspect the bidding documents from the Public Company “Republic of Srpska Roads” at the address below during office hours 8:00 to l5:00. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of
300 KM, or its equivalent in a freely-convertible currency. The method of payment will be to the accounts of the Public Company “Republic of Srpska Roads” with Razvojna banka Jugoistocne Evrope, Banja Luka, with reference to the Project ID No. RS-WB/04-011W, as follows:

- 5620990000126594 for local currency (KM) and
- 704001813226 for foreign currency.

The documents will be sent by courier mail for overseas delivery and surface mail for local delivery. Bidders will be charged for delivery.

All bids must be accompanied by a bid security of 15,000 KM or its equivalent in a freely-convertible currency, and be delivered to the address below by 12:00 hours on December 30, 2004. They will be opened immediately thereafter, in the presence of the bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
