Consulting Service for the Preparation of Ethics and Anti-Corruption Policy and training manual.

The federal Democratic Republic of Ethiopia has received a credit from the International Development Association towards the cost of Capacity Building for Decentralized service Delivery (CBDSD) project, and intends to apply part of the proceeds of this credit for the payment under the contract of employment of consultants for the Accountability and Transparency sub component of the Civil Service Reform Program Component. The CBDSD project's overall objective is to assist Ethiopia in enhancing service delivery performance by building public sector capacity at federal, regional and local levels of the country's decentralized system.

Therefore, the Civil Service Reform Program office under the Ministry of Capacity Building now invites eligible consulting firms to indicate their interest in providing consultancy services for the Federal Ethics and Anti-corruption commission for the preparation of Ethics and Anti-Corruption Policy and training manual handbook.
REQUIREMENT
· A Firm specialized in the area of public sector management and internationally recognized experience in developing Ethics and Anti-Corruption policy manual,
· A firm with a minimum of ten years of experience with institutional strengthening or capacity building initiatives, undertaking monitoring and evaluation and MIS systems,
· Experience in Africa is a prerequisite, and previous work in Ethiopia is a plus.
Firms will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers: January 1997 Revised September 1997 Revised January 1999.
