Request for Expression of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 565 of 31st August 2001.
The Gambia has received a credit from the International Development Association and intends to apply part of the proceeds to payments under the contract for the above consultancy.
The terms of reference (TOR) includes:
The consultant’s overall objective for the assignment is to support the development and implementation of the IFMIS, including the finalization of the implementation plan. As part of this overall objective, the consultant will: (a) document the accounting system and produce procedures manuals and job descriptions for accounting staff; (b) produce accounting training material for the new system and organize and conduct in-house training of staff; and (c) supervise pre-implementation activities such as the reconciliation of suspense accounts, below-the-line accounts and bank accounts. In support of meeting these objectives, it is expected that the following activities will have been completed by the beginning of the consultant’s assignment: (i) the detailed analysis of the business processes, functional and end-user requirements; and (ii) detailed specifications for the system.

In finalizing the implementation plan, the consultant together with the other members of the IFMIS team is expected to:

a) Assess the current accounting system and the proposed IFMIS and recommend the best (most effective and lowest cost) transition strategy from the old to the new accounting system.
b) Determine detailed IFMIS end-user requirements in terms of: (i) reports to be produced by the system; (ii) sources of data and source documents; and (iii) operations manual.
c) Estimate the cost and time required for implementation of the system and the acquisition of specific items of hardware and software.
d) Suggest a phasing of activities in accordance with GOG’s priorities, absorptive capacity.
e) Identify the human resource requirements for implementing the plan, and produce a recruitment and training plan.

f) Determine other implementation requirements including institutional restructuring and change management.

The Project Coordinating Unit of the CBEMP now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, etc.). Contracting with an Individual Consultant is contemplated.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999, May 2002).
Expressions of interest must be delivered by mail, fax or e-mail to the address below by Friday 10TH December, 2004 noon GMT, with the consultancy title clearly identified on the submission.
