Second Health Sector Reform Project, Health Services Delivery Restructuring Component
MOH ICB ME-II Medical Equipment for City Hospitals of Bishkek and Osh cities
Credit No. 3506-KG

1. This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 558 of 16 May 2001 and UN Development Business No. 596 of September 16, 2002 and UN Development Business No. 629 of April, 30 2004.

2. The Kyrgyz Republic (represented by the Ministry of Health of the Kyrgyz Republic) has received a credit from the International Development Association (IDA) toward the cost of the Second Health Sector Reform Project, and it intends to apply part of the credit proceeds to the eligible payments under the contracts for which this invitation for bids is issued.

3. The Project Implementation Unit, Department of Health Care Reforms of the Ministry of Health now invites sealed bids from eligible bidders for the supply of the following:

Bids are invited for 8 lots. Bidders have the option to bid for any one or more lots. Bids not offering all the items in a lot will be treated as incomplete and rejected. Evaluation of bids will be conducted for each lot separately and contract will be awarded to the lowest evaluated responsive bid for each lot.

4. In order to receive the identification certificate for certificates of each kind of uncertified equipment in the Kyrgyz Republic, it is required to turn to the Department of Drug and Medical Equipment (DDME) within the Ministry of Health of the Kyrgyz Republic. Details on this procedure are provided in the Special Contract Conditions, Appendix A.

5. Bidding will be conducted through the international competitive bidding (ICB) procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997, January 1999 ), and is open to all bidders from eligible source countries as defined in the guidelines.

6. Interested eligible bidders may obtain further information from and inspect the bidding documents at the Project Implementation Unit, Department of Health Care Reforms of the Ministry of Health, address below from 09.00 to 17.30 hours, Monday to Friday, except public holidays.

7. A complete set of bidding documents, in English, may be purchased by interested eligible bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of US$ 200. This fee does not include shipping costs. Payments shall be deposited in the Beneficiary bank: JSC Bank “Kyrgyzstan” S.W.I.F.T.: KYRSKG22 account No.856200139159 “MOF of the KR/WB’s projects/Heath2 Tender”, Correspondent Bank: CITIBANK, 111 Wall Street, New York NY 10043, SWIFT CODE: CITI US 33, Account: 360-832-58 JSC Bank “Kyrgyzstan” Project Implementation Unit, Department of Health Care Reforms of the Ministry of Health, for foreign currency. Checks are not acceptable. All Bank charges must be borne by the bidder. The documents are to be collected or will be sent by courier service at the recipient’s expense.

8. All bids must be accompanied by a bid security of not less than 2 per cent of the total bid price and be delivered to the address below on or before 09:45 hours (Bishkek time) on December 21, 2004. They will be opened on the same day at 10:00 hours (Bishkek time), in the presence of the bidders’ representatives who choose to attend, at the address below. Late bids will be rejected.
