CONSULTING SERVICES FOR LANDFILL GAS PUMPING TRIALS AT KAHRIZAK LANDFILL

Expressions of Interest

The Municipality of Tehran and its associated Organization for Waste Material Recycling and Composting (OWRC) is applying for a loan as well as entering into a purchase agreement for Emission Reductions from the International Bank for Reconstruction and Development (IBRD), and the World Bank’s Carbon Funds. The Municipality of Tehran intends to apply part of the proposed loan (an advance under the Project Preparation Facility – PPF) for services to investigate landfill gas and landfill gas pumping trials at the existing Kahrizak Landfill. The results from the proposed pumping trials study will be crucial for the design and implementation of a complete gas extraction and possible utilization project. The scope of work involves the supply, installation and monitoring of a landfill gas pumping trial at the Kahrizak Landfill site, located some 25 km south of the city center. It is required that the services commence as soon as is practically possible with the aim of providing a detailed pumping trial report by March 2005. The services are to incorporate:

i. A study of the landfill site and available literature to ensure that the gas wells are appropriately situated for the gas pumping trials;
ii. To design the layout of a gas pumping trial in accordance with the EPA (Environmental Protection Agency) method 2E and the EU (European Union) method;
iii. To provide an appropriate monitoring and operational plan for the pumping trials;
iv. To supply and install some 9 gas wells linked by HDPE type pipe work to a gas flare unit of up to some 1000 Nm3/hr capacity;
v. To supply and install appropriate gas monitoring equipment to allow for the measurement of methane, carbon dioxide, oxygen, gas flow velocity, gas temperature, gas flow rates and gas pressure;
vi. To operate and monitor the landfill gas extraction trials for the full duration of the trials – a period of no fewer than 6 weeks (42 days);
vii. To record all information, test data and findings from the trials;
viii. Using the test data from the pumping trials, to carry out modeling of the landfill gas flow rates by utilizing the EPA (LandGEM) and EU approved models;
ix. To provide a full written report of the pumping trials, offering comment on sustainable gas flow rates and total gas yields, with recommendations for a full-scale landfill gas extraction scheme;
x. A Quality Assurance (QA) program for the works, which is to include a review of the installation and the testing methods by an independent consultant appointed with the approval of the client (the OWRC).

The gas equipment provided may be requested by the client to remain on the Kahrizak landfill following the successful conclusion of the gas pumping trials.

To undertake the above scope of work, the consulting company should have the following qualifications:

a. Be an established specialist company working on the science of landfill sites and more specifically, landfill gas extraction technology, landfill gas flow modeling and landfill gas production technology;
b. Have experience working internationally, with experience in the Middle East and North Africa (MNA) Region, and preferably in the Islamic Republic of Iran;
c. Demonstrate company experience with large complex landfill gas projects;
d. Present a team of key staff (including their detailed Curriculum Vitae (CV)) demonstrating expertise in the specialist field of landfills and landfill gas;
e. Demonstrate ability and past experience in sub-contracting for local materials suppliers, local contractors for executing the works and local professional experts;
f. Demonstrate sufficient financial resources for the company to carry out the services required;
g. Demonstrate the specific qualifications to carry out the proposed assignment: capable of carrying out landfill gas pumping trials and related modeling for the establishment of proposed landfill gas generation rates and possible gas flow rates.

The OWRC now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial resources etc. as described above). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, September 1999, May 2002 and April 2004).
