This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No.602 on March 16, 2003.

The Republic of Kazakhstan has received a grant from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this grant to payments under the contract for Assistance to Kazakhstan Institutions in Estimation of Carbon Sequestration through the use of modern techniques of Remote Sensing and Modeling.

The services include a 4 year program of assistance to local institutions for improving knowledge and skills of the staff and in quantifying of carbon in soil and vegetation, together with monitoring of carbon sequestration in the project area (Shetski Rayon of Karagandy Oblast) to form a basis for providing reliable estimates of carbon sequestration potential in other parts of Kazakhstan and Central Asia. The services should include assistance for developing a carbon management system to optimize the management of dry lands to be environmentally friendly and economically profitable for agricultural production. A consulting firm should have a good track record of working in the field, be a leader in carbon sequestration assessments, and have a well equipped laboratory for training of staff. Experience of work in Kazakhstan is desirable.

The Ministry of Environment Protection now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 1997, Revised September 1997, January 1999, and May 2002).
