THE KYRGYZ REPUBLIC

PHRD GRANT FOR THE PREPARATION OF
POVERTY REDUCTION SUPPORT CREDIT (PRSC)

STRENGTHENING THE SOCIAL PROTECTION SYSTEM

The Kyrgyz Republic has received a Policy and Human Resource Development (PHRD) grant from the Government of Japan toward the cost of preparing the POVERTY REDUCTION SUPPORT CREDIT (PRSC), and intends to apply part of the proceeds of this grant to payments under the contract to the firm for consultancy services for STRENGTHENING THE SOCIAL PROTECTION SYSTEM COVERING SOCIAL ASSISTANCE, PENSIONS, AND LABOR MARKET POLICIES.

The services shall be provided in three areas: (i) social assistance, (ii) pension system, and (iii) labor market.

In the area of social assistance, the consultants shall:
(A) Prepare a proposal for social safety net reform, which will lay out desirable changes to the institutional framework, financing mechanisms and implementation arrangements;
(B) Prepare a policy note laying out policy and program options for targeting assistance more effectively and equitably;
(C) Prepare an analysis of strengths and weaknesses of the current social assistance and social safety net administration; and
(D) Develop analytic tools and provide training for relevant staff in more effective development and administration of social assistance, social safety net, and social mobilization policies.

In the area of the pension system, the consultants shall:
(A) Prepare a policy note on options for financially sustainable pension policy reform;
(B) Prepare an analysis of strengths and weaknesses of current pension administration; and
(C) Undertake modeling of the pension system and deliver training for relevant staff in effective use of data, models, and information systems in pension policy-making and administration.

In the area of the labor market, the consultants shall:
(A) Deliver a policy note on options for future labor market policies and programs and an action plan for their strengthening over the medium term;
(B) Deliver an agreed package of relevant assistance that facilitates systematic collection of accurate information about the state of the labor market; and
(C) Conduct training for 35 members of the staff of the Employment Department on monitoring of the labor market.

The length of assignment is four months for written reports and until June 30, 2005 for other activities.

The Project Implementation Unit now invites eligible consulting firms and other organizations providing consulting services to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The consultants may associate to enhance their qualifications.

The consultants will be selected in accordance with the procedures set out the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, 7 January 1997, revised September 1997, January 1999 and May 2002.
