This Notice updates the General Procurement Notice published on March 26, 2004. The initial US$100 million Emergency Education Rehabilitation Grant was split into an (a) Emergency School Construction and Rehabilitation Project (US$60 million), and (b) Emergency Textbook Provision Project (US$40 million). A revised notice for the Emergency Textbook Provision Project was published separately on April 29, 2004.

The Iraqi Ministry of Education has received from the Trust Fund Administered by the World Bank a grant in an amount of US$60 million toward the cost of the Emergency School Construction and Rehabilitation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components: (a) construction and rehabilitation of schools; and (b) support to project management and capacity building.

The project will finance civil works, vehicles, office furniture, computers and engineering equipment and office supplies needed by the MOE for the project implementation. Services to be procured under the project will include: (a) an international procurement consulting firm to build MOE’s capacities to carry out and manage procurement activities; (b) capacity building in financial management; and (c) school design and construction supervision.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket
