Expressions of interest

The Government of Mongolia has received financing from the World Bank toward the cost of the Grant for Strengthening Expenditure Management for Building Institutional Capacity for Wage Bill and Establishment Control and intends to apply part of the proceeds for consultant services. The services include:

(a) updating civil service reform strategy and implementation plan, including a long- term strategic plan and a medium-term business plan for the Civil Service Council, training of CSC staff and transfer of skills in preparation of strategy document and business and implementation plan, twinning arrangement for CSC with appropriate partner institutions.
(b) assessing training needs of the Civil service Council (CSC) and Ministry of Finance (MOF), preparation of implementation plan and training of CSC staff in preparation of training needs assessment.for other ministries. Consultancy services will be for duration of four months.

The Civil Service Council of Mongolia now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 1997, Revised September 1997, January 1999, and May 2002.
