CONSULTING SERVICES

This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business online No.636 of July 16, 2004.

The Government of Republic of Azerbaijan has received a Credit from the International Development Association (IDA), and intends to apply part of the credit proceeds to make payments under the contract for the following assignment: Financing and Budgeting Reforms. Assignment is scheduled to start tentatively in March 2005.

The main objective of this assignment is to assist the Ministry of Education (MOE) to institute reforms in financing and budgeting (e.g., new funding formula and resource allocation mechanism; the implementation of a system of school accountability) so as to gain efficiencies in the use of financial, human, and physical resources in the education sector.

The Project Coordination Unit of the Ministry of Education now invites eligible consulting firms to indicate their interest in providing the abovementioned services. Interested consulting firms must provide detailed information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions).

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower dated January 1997, revised in January 1999 and May 2002.

Interested consulting firms may obtain further information at the address below from 09.00 am to 18.00 pm local time.

Expressions of interest must be delivered to the address below by October 31, 2004.
