for the

ASSESSMENTS FOR THE PAY AND BENEFIT SYSTEM IN CROATIA


The Republic of Croatia has received a US$7.3 million loan from the International Bank for Reconstruction and Development, and intends to apply part of the proceeds of this loan for payments under the contract for consulting services for the Assessment of the Pay and Benefit system for the Office of State Administration.

Background: The Government of Croatia has initiated a comprehensive public administration reform process, aimed at preparing the country for eventual entry into the European Union. One of the key aspects of the administrative reform process in Croatia is the reform of the civil service system. The EU has established a system of baseline assessment that reviews the compatibility of the civil service systems of candidate states with European standards, which Croatia needs to meet before joining the EU. Pay and benefit systems constitute a key element of EU assessment, with a focus on merit and performance based rewards but also balanced system of monetary incentives and a strong and well integrated professional development system.

Tasks: The services include initial data gathering and analytical work together with two local consultants regarding key elements of the pay system; working with key government counterparts; data exercise on private sector pay; and comparative assessment in private sector pay based on World Bank comparative assessment methodologies and production of an assessment report. Based on the review of the current system, the consultants should design two alternative approaches to linking performance assessment and progression in pay, including the calculation of their short and medium term fiscal impact, specific nature of the Croatian system and the risk of personalization and politicization of the performance assessment system. Following discussion of the alternative scenarios with the Office of State Administration, consultant should design a concept note for a revised pay and benefits system, and conduct a one-day workshop to present and discuss the findings of the review report.

The project has duration of 40 working days. It is expected to commence in October 2004. The members of the Office of State Administration will provide necessary assistance.

The eligible consultants should have:
· Academic degree in Public Administration or related discipline, Extensive
practical experience with the design and introduction of performance
assessment systems and their linkage with pay and benefits system,
· Proven experience in reviewing and designing pay and benefit systems in
Central and East European states,
· Familiarity with EU member state models of pay and benefit systems and
excellent report writing skills

Consultant for the assignment will be selected in accordance with the Individual Consultants Selection method based on CVs received, set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised January 1999).
