The Ministry of Municipality and Public Works has applied for financing in the amount of US$90million equivalent from the World Bank toward the cost of the Emergency Water Supply, Sanitation and Urban Reconstruction Project and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project involves the rehabilitation and up-gradation of water and sanitation facilities such as pipelines, pumping stations, reservoirs and treatment plants for both water and wastewater mechanical and electrical equipments, support to MMPW and technical and institutional capacities building as well as implementation of urban type projects. The project will include the following components:

Component 1 – Rehabilitation and Upgrading of Water and Sewerage Systems in central Karbala, estimated total cost of US$16.4 million;
Component 2 – Upgrading of Water Supply System in Majar, estimated total cost of US$3.1 million;
Component 3 – Upgrading of Beji Water Supply System, estimated total cost of US$1.83 million;
Component 4 – Upgrading of Kena’an Water Supply Systems, estimated total cost of US$1.89 million;
Component 5 – Upgrading of Al Hussainia Water Supply System, estimated total cost of US$7.6 million;
Component 6 - Rehabilitation and Upgrading of Al-Samawa Water Supply System, estimated total cost of US$12.34 million;
Component 7 - Rehabilitation and Upgrading of Badawa Slum Water Supply System, estimated total cost of US$1.5 million;
Component 8 – Rehabilitation and Extension of Water Supply and Stormwater Systems in West Dohuk, estimated total cost of US$4.93 million;
Component 9 – Rehabilitation and Construction of Dokan Water Supply System, estimated total cost of US$4.482 million;
Component 10 – Rehabilitation and Upgrading of municipal roads and market in poor communities in central Karbala Urban Rehabilitation, estimated total cost of US$6.4 million;
Component 11 – Rehabilitation and Upgrading of municipal roads in Badawa Slum in Arbil, estimated total cost of US$7.76 million;
Component 12 – Rehabilitation and Upgrading of municipal roads in Al Jame’aa poor community in Basra, estimated total cost of US$7.76 million;
Component 13 - Rehabilitation and Upgrading of ring road, and municipal roads near the shrine area and a public market in a poor neighborhood, estimated total cost of US$8.5 million;
Component 14 - Capacity Building and Technical Assistance, estimated total cost of US$5.5 million; and
Component 15 – Institute of Management and Technical Development, estimated total cost of US$6.6 million;

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and possible local paper of wide circulation.

Prequalification of suppliers and contractors will be required for the following contracts ICB Goods - Supply and installation of compact units for water treatment and ICB- Works - Supply and installation of 25km of 800mm diameter ductile iron (DI) water transmission pipes.
