Accounting and Procurement Management Agent (APMA)

Background

AIDS, Acquired Immune Deficiency Syndrome is an epidemic in Sub-Sahara Africa, one now spreading at an alarming rate throughout the continent. (For example, in Botswana and Zimbabwe, about one in every four adults is infected with HIV / AIDS). While West Africa generally has had comparatively lower prevalence levels, these rates are moving higher quickly.

In Angola this disease is on the upswing. In 2002 the UNAIDS estimate was around 5.3% of the population, with 350,0001 HIV positive. It is widely accepted the rate is on the increase, and that the “HIV time bomb” could destroy other developmental efforts, if unchecked. Angola is fortunate in that it has an early warning of what “could happen” if steps are not taken now, and a chance to act. The Government of Angola is taking immediate action to curtail the spread of HIV / AIDS and control malaria and TB in the country. One of these actions is this Project.

The Project – HAMSET

The Government of Angola is currently preparing a multi-sectoral HIV / AIDS, Malaria and TB Response Project (HAMSET) in partnership with the World Bank, UNAIDS, other UN Agencies, DFID, USAID and other partners. HAMSET is the name given to cover the potential contribution of the World Bank, it is to be part of the wider comprehensive HIV / AIDS, Malaria and TB campaign of the Government. Indeed the Bank’s contribution is not to replace, but to supplement existing, planned or proposed activities of others.

The Government would use these resources to involve the highest levels of Government in addressing issues related to HIV / AIDS, Malaria and TB in a comprehensive manner, through its line Ministries, Civil Society Organizations, and communities. In other words, HAMSET will support an expanded multi-sectoral response to the epidemics, one that would initially be implemented over a 5-year period starting roughly 9 months from now. The Bank will provide a grant of about $21 million for the project.

A rapid and sustainable response to the HIV / AIDS, Malaria and TB epidemics is only possible through direct involvement of communities and civil society. Thus the idea would be for HAMSET to channel more than 35 percent (about $8 million) of its resources to HIV / AIDS infected and affected people, as well as people who can help in preventing others from getting infected. This means finding and using channels to directly support community initiatives by involving Non-Government Organizations, Civil Society Organizations, religious groups, and the private sector.

Component-1 will support key Line Ministries in developing their plans and implementing HIV / AIDS related activities for their staff and for their client groups, including support for people living with HIV / AIDS (PLWHAs) and their dependents. It will also target the same groups for Malaria and TB prevention and care.

Component-2 will improve Ministry of Health services to HIV / AIDS / STIs, Malaria and TB including management protocols, training, testing, counselling, patient care, surveillance and related improvements in delivery services.

Component-3 will support community-based initiatives proposed by Civil Society Organizations and other groups for HIV / AIDS, Malaria and TB prevention, as well as care and support for people living with HIV / AIDS and their dependents.

Component-4 will enhance the institutional capacity to develop and implement, as well as monitor and evaluate, a coordinated, multi-sector prevention and care program for HIV / AIDS, Malaria and TB based on the national strategy and action plan.

HAMSET will target people living with HIV and their dependents, the general population and high-risk people. It will also support initiatives on Malaria and TB.

Purpose of the Assignment

The purpose of the assignment is to assist the Ministry of Health (MOH) and the Program Coordination Unit (PCU) in establishing and operating transparent and efficient financial management and procurement systems that are in accordance with GOA and World Bank guidelines and procedures.

Scope of Service

The expected outputs under the assignment are as follow:

(A) At the outset of the assignment, the development of a comprehensive and effective Fiduciary Operational Manual (FOM) describing the Financial and Procurement procedures to be followed under the Project.

(B) Technical support in Financial and Procurement management of the project through the use of qualified and experienced international staff

(C) Set-up and operation of a financial accounting and procurement management system that will meet GOA and IDA reporting requirements.

(D) Capacity Building in financial management and procurement of nominated staff of the Ministry of Health through a sustained and effective transfer of skills

(A) Development of Fiduciary Operational Manual (FOM)


Client Inputs

The consultant should be familiar with the relevant policies of the Government of Angola as well as with World Bank operational policies and procedures relating to financial management and disbursements; and ensure that these are built into the financial and procurement management system. The consultant will be provided copies of the Project Appraisal Document of the World Bank, the draft of the Project Implementation Plan, and other available information on the project. The consultant will also be provided copies of relevant documents/publications of the World Bank e.g., Operational Policy 10.02 (Financial Management); Financial Monitoring Report (FMR) Handbook; Disbursement Handbook; and Financial Accounting and Reporting Handbook (FARAH), and Guidelines for simplified procurement and disbursement for community-based investments. The consultant will also be provided access to relevant documents containing policies of the Government of Angola.

Performance Criteria

The following performance criteria will be used to assess the performance of the APMA at regular intervals and based upon which the contract with the FPMA may be considered satisfactory. :

Ø Transparency and efficiency of operation
Ø Timeliness of disbursement after receipt of approved proposals and interim reports.
Ø Timeliness and quality of assistance provided to implementing agencies.
Ø Timeliness and quality of internal control systems review report submissions.
Ø Number and content of issues arising in the annual audit or periodic review of the APMA.
Ø Timeliness of submission of monthly and quarterly reports.
Ø The quality of monthly and quarterly reports.
Ø Timeliness of preparing and updating quarterly procurement plans.
Ø Proper record keeping of all procurement and financial activities.


It is intended that part of the proceeds of this loan will be eligible payments under the contact for technical assistance for which this invitation to “Request of Expression of Interest” is issued.

The HAMSET Project now invites sealed the Expression of Interest from eligible consultants.
