Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that was first published in Development Business online April 24, 2003 and than in paper
form Issue 606 dated 16 May 2003.

The Government of Bosnia and Herzegovina (Federation of Bosnia and Herzegovina and Republika Srpska) has received a credit from the International Development Association (IDA) toward the cost of the Social Insurance Technical Assistance Project, and it intends to apply part of the credit proceeds to payments under the contract for consulting services that will (i) conduct a thorough review of the accounting and internal control systems and procedures as designed and as practiced in order to provide an actionable and implementable roadmap to the the Pension and Invalid Insurance Fund of Republika Srpska and Federal Pension and Invalid Insurance Institute for strengthening their accounting and internal controls systems and procedures and (ii) compile annual financial statements for the financial year 2004, separately for each PIO Fund/Institute, following International Financial Reporting Standards (IFRS) issued by the International Accounting Standards board (IASB). The Department for International Development (DFID) of the United Kingdom will co-finance the project through a Grant. Bidding will be governed by the World Bank's procurement rules and procedures.

The required technical assistance services will include:
· Review of various business systems within Pension and Invalid Insurance Fund of Republika Srpska and Federal Pension and Invalid Insurance Institute, including bookkeeping, accounting, internal controls, cash management, and financial reporting systems and procedures, with a view to identify strengths and weaknesses;
· Provision of practical and actionable recommendations to address each of the identified weaknesses;
· Compilation of IFRS-based financial statements (balance sheet, income statements, statement showing changes in equity, cash flow statement, accounting policies and explanatory notes) for both Pension and Invalid Insurance Fund of Republika Srpska and Federal Pension and Invalid Insurance Institute.

The Ministry of Health's Project Implementation Unit (Federation of Bosnia and Herzegovina), and the Ministry of Health and Social Welfare's Project Coordination Unit (Republika Srpska) are now inviting eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the above-mentioned services. Expressions of interest should not exceed 15 pages and should focus on provision of the following information:
1. Qualification and experience relevant for the assignment (e.g. membership in IFAC, reference list of related projects, description of similar assignments),
2. Previous experience in Eastern Europe, preferably in successor states of former Yugoslavia,
3. Profiles of key personnel (e.g. not more than 5 short CVs, focusing on staff experience and skills).

Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with QCBS procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
