CONSULTING SERVICES
for the
Performance Measurement



The Republic of Croatia has received a grant in amount of 368.000 US$ from the International Bank for Reconstruction and Development, and intends to apply it for payments under the contract for consulting services for the Expenditure Impact Assessment, Performance Measurement and Sectoral Analysis team for the Bureau for Macroeconomic Analysis and Forecasts in the Ministry of Finance (MoF)

The objective of this proposed Grant is to improve budget preparation performance of the Ministry of Finance by making the budgetary process in Croatia more efficient, performance oriented and predictable through the development of M&E capacity. Also, the purpose of the Grant is to strengthen the institutional capacity of the Ministry of Finance in the budget preparation and management process and support the adoption of a modern budget preparation system in Croatia.
The Grant would deal with the following development areas:

(a) Development of information tools and analytical techniques, which would establish improved link between the budget execution (efficiency of usage of budgeted resources) and budget preparation through introduction of impact assessment analysis of all policies and/or legislative proposals into the budget preparation process;
(b) Providing technical assistance in order to (i) develop skills of budgetary users to articulate their spending within the legal and performance-based framework, and (ii) develop analytical skills within the MoF as well as line ministries to critically assess performance evaluation;
(c) Training of analytical budget staff (all civil servants involved in the budget preparation) for sectoral analysis of the budget as well as for its presentation to professional and broader public.

1. It is expected that the assignment duration is 4 months, commencing in
Novemeber 2004 and would be done in team collaboration with local
consultants.

2. The project perceives the work of the performance measurement team.

The eligible consultants should have:
· Advanced academic background in economics, public finance, public management,
or other relevant related discipline
· At least five years of experience in performance budgeting
· At least five years of experience in developing databases and M&E.

Consultants for the assignment will be selected in accordance with the Individual Consultants Selection method based on CVs received, set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, May 2002).
The Ministry of Finance now invites eligible consultants to indicate their expressions of interest with their CVs for the above job with the information about qualification and previous performance on similar job.
Expressions of interest must be delivered to the addresses below by October 18, 2004.
