Country: BARBADOS Project: ROCKLEY TO COCONUT COURT AND HOLETOWN BEACH IMPROVEMENT PROJECT Construction Abstract: CONSTRUCTION OF COASTAL INFRASTRUCTURE WORKS Invitation for Prequalification Loan No. 1386/OC-BA This invitation for prequalification of contractors follows the General Procurement Notice for this project that appeared in the UN Development Business issue No. 560 of 16 June 2001. The Government of Barbados has applied to the Inter-American Development Bank (IDB) for a loan for the partial financing of the Coastal Infrastructure Programme, and it intends to apply part of the proceeds of this loan to payments under the contract for construction of the Coastal Infrastructure Works. The principal objective of the Programme is to ensure a healthy environment and continued economic development of Barbados through improved management and conservation of the coastal zone. The Programme comprises a range of coastal management works and activities related to four specific objectives: (1) Shoreline stabilization and erosion control; (ii) restoration of coastal habitats; (iii) improvement of public coastal access and (iv) institutional strengthening for coastal management. In order to achieve these objectives a package of investment works, located at seven sites, are being designed and constructed for which five of the sites require prequalification. Of these five sites only one, the Rockley to Coconut Court and Holetown Beach Enhancement Projects, will be included as part of this prequalification and tender process. These projects will be tendered as separate projects but you may pre-qualify for one, all or any other combination of the projects. Accordingly, the Government of Barbados now invites qualified firms from eligible member countries of the IDB to indicate their interest in being pre-qualified to tender and tender for the investment works to be undertaken as part of the Coastal Infrastructure Programme. The method of prequalification is International Competitive Prequalification (ICP). The scope of works for the Programme consists of: --Securing site of work sites including installation of safety and/or security fencing; --Demolition and legal disposal of existing concrete structures, removal of existing armour stone, rock, sand, rubble, debris and miscellaneous material that interfere with the construction of new reinforced concrete structures, revetments, groynes and beaches. Certain stone and sand materials shall be salvaged from the works for reuse in the contract; --Holetown Beach Improvement: Construction of approximately 460 m of stone armoured revetment with integrated concrete walkways and public access portals. Extension of existing storm drainage structures, the rehabilitation and extension of a reinforced concrete pedestrian bridge, landscaping and the transportation and placement of owner provided beach nourishment sand; --Rockley to Coconut Court: Construction of approximately 1.3 km of timber boardwalk on a reinforced concrete frame supported on a concrete pile foundation. Integrated shore protection works comprise the reconstruction of one existing and six new stone armoured headlands and combinations of stepped reinforced concrete and stone armoured shore revetments. Extension of existing storm drains, installation of a new storm water sewerage system and the transportation and placement of 15,000 m3 of owner supplied beach nourishment sand as well as landscaping ; --All project works are subject to a one-year maintenance period. Construction of the offshore submerged reef will involve the placement of armour stones in depths of several meters of water. The Holetown project is not expected to exceed US$ 2,000,000 and the Rockley to Coconut Court Project, US$ 7,500,000. The approximate date for these works is April 2005 through April 2006.
The applicable rules of the IDB will apply in determining the eligibility of the contracting firms. Works performed under this contract will be subject to the provisions of the relevant loan contract between the Government of Barbados and IDB. Tenderers should be aware that the Labor Clauses (Public Contracts) Act, Cap 349 shall apply to the tender and any contract made in respect of the tender. Full details of the conditions of the Act Cap 349 may be obtained from the first address below. Tenderers should submit the certificate required by the third paragraph of the schedule to the Act with their tender. All corporate applicants must include, with their prequalification document, a copy of the company’s certificate of incorporation as evidence of the fact that the company is an existing registered company as of the date of application. Failure to provide the certificate of incorporation will render the tender void. The certificate must be in the name of the applicant. Local applicants are advised that the certificate of incorporation referred above means a certificate of incorporation issued under the 1985 Companies Act of Barbados or, where applicable, a certificate of continuance and/or a certificate of amendment. Certificates must be dated after 31 December 1984. Any firm incorporated outside of Barbados, which is awarded a contract will be required to be registered in Barbados as an external company under the Companies Act of Barbados. The successful tenderer will be required to enter into a contract drawn up by or in a form approved by the Solicitor General or another Legal Officer in the Public Service. A bid security for the due performance of the contract will be required by the way of one of the following methods listed below: (a) by way of a deposit with the Treasury of a sum of money or approved securities to the value of no less than 10 per cent of the contract price; or (b) by way of a bank or an accredited insurance company whose liability shall no be less than 10 per cent of the contract price. The cost of obtaining such a surety shall be the responsibility of the contractor, who need not specifically make arrangements for sureties unless and until his tender has been accepted; or (c) by way of satisfactory personal sureties A bid security shall be required. The amount and currency of the bid security shall be 10 per cent of the total price of bid in BDS$. Contractors seeking to be pre-qualified are required to submit a completed pre-qualification application form. In the comparison of applications, only and all those factors, methods and criteria specified in Section III, Evaluation Criteria, will be used, in accordance with the provisions stipulated in the “Instructions to Applicants”. The evaluation criterion includes: --Evidence of eligibility --Historical contract of non-performance --Contractors financial capability and --Contractors’ experience and record of similar work Pre-qualification application and tender documents can be obtained from the Coastal Zone Management Unit between 0900 and 1600 hours, Monday to Friday, upon payment of a non-refundable fee equivalent to BDS$ 100 or US$ 50, at the second address below. Clarification and further information can be obtained from the same address. In the case of joint ventures, each firm must submit a separate application document. The pre-qualification and tender documents must be completed in English, enclosed in a sealed envelope and clearly marked “Ministry of Housing, Lands & environment, Inviattaion to contractors for Prequalification for Rockley to Coconut Court and Holetown Beach Improvement Projects for the Construction of Coastal Infrastructure Programme Work Loan Agreement No. 1386/OC-BA” and addressed to the third address below. This envelope is to reach Barbados no later than 1630 hours, Barbados local time, on Wednesday, 3 November 2004. Applications reaching the Central Purchasing Department after the closing time and date will not be
considered. The applications should be placed in the tender’s box located at the Central Purchasing Department, Fontabelle, St. Michael. Pre-Qualification Applications will be opened at the Central Purchasing Department in the presence of bidder’s representatives who choose to attend at 1030 hours, on Thursday, 4 November 2004. Applicants will be advised in due course of the result of their applications. Only the bids of those applicants who have pre-qualified under this process will be opened and further considered for the tender process. No application will be considered unless it complies with the conditions set out in this notice and in the “Instruction to Tenders”. The Government of Barbados reserves the right to accept or reject any or all applications. The Government does not bind itself to accept the lowest or any tender.
