Eligibility of Bidders:   Qualification requirements for bidders are:i. The Bidder must be as minimum three years in the business of producing or supplying railway goods.ii. The Bidder must provide verifiable information on at least two contracts for supply of similar goods performed by him. The information must include: supplied goods or equipment description, contract price, purchaser/client name, purchaser/client representative name, address, phone/fax number, e-mail. iii. If an Agent submits bids on behalf of more that one Manufacturer, unless each such bid is accompanied by a separate Bid Form for each bid, and a bid security, for each bid, and authorization from the respective Manufacturer (in the form provided in Section VIII, Sample Forms,6), all such bids will be rejected as non-responsive. Failure to comply with any or part of the above qualification criteria will result in rejection of the bid.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (Revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the Guidelines

INTERNATIONAL COMPETITIVE BIDDING

Invitation for Bids

Republic of Armenia
Transport Project
Procurement of Rails and Plates
Credit No.3375


1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 625 of February 29, 2004.

2. The Republic of Armenia has received a credit from the International Development Agency toward the cost of the Transport Project and it intends to apply part of the proceeds of this credit to payments under the contract for the Procurement of Rails and Plates, 1SB1-015.

3. The Ministry of Transport and Communication of the RA now invites sealed bids from eligible bidders for the procurement of the following Goods:

Rails for wide gauge railway with the following parameters:
25m length R65 Rails 1156 units (1875.032 tones)

Normal Accuracy Plates of Indirect Fastening of Railway Rails without Thermal Treatment
1KB65 plates 9936units (69.552 tones)

More detailed specifications will be given in the section for specifications in the bidding documents.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (Revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the 'Transport PIU’ State Agency and inspect the bidding documents at the address given below from Monday through Friday from 09:00 to 18:00 hours.

1. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee 150 USD. The method of payment will be direct deposit to the:

or cashier’s check. The document will be sent by airmail for overseas delivery and by surface mail for delivery to addresses in Armenia. In the case of airmail delivery an additional fee of USD 50 will be charged for shipping and handling.

2. Bids must be delivered to the address below not later than November 9, 2004 at 11:30 (local time). All bids must be accompanied by a bid security of 2 (two) % of the bid price in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below on November 9, 2004 at 11:30 (local time).
