Invitation for Bids

Rehabilitation of Bishkek Combined-Heat-and-Power Station (CHP) TES 1 (IFB No.: B1/2003)

1. This Invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue No. 516 of August 16, 1999, and issue No. 602 of March 16, 2003.

2. The JSC Power Stations has received a credit from the International Development Association (IDA), in various currencies towards the cost of the Power and District Heating Rehabilitation Project. It is intended that the proceeds of the credit insured by IDA will be applied to eligible payments under the Contract for Part A Rehabilitation of Bishkek Combined-Heat-and-Power Station (CHP) TES 1.

3. The JSC Power Stations (PS) now invites sealed bids from eligible Bidders for the Design, Manufacturing, Supply, Erection and commissioning of:

(i) 2 (Two) Coal Lateral Unloading Car Dampers No. 1 and No. 2 and 2 (Two) Traveling Crushers overgrizzy of Coal bunkers

(ii) Rehabilitation of Coal Lateral Unloading Car Dampers Buildings No. 1 and No. 2

(iii) Repair of hydro insulation of underground conveyors No. 5, No. 17 and No. 19 and construction of open-air storage (reservoir) for collection of atmospheric precipitations and technological waste water escape

(iv) Reconstruction of Coal Handling Plant Railways Lines

(v) Wagons electrical Pusher Locomotives and Section Car for Transportation of Loads and carrying out of repair work

(vi) 2 (Two) bulldozers destinated for work on Coal Storage

(vii) Reconstruction of Power Supply Center, including control room

(viii) Railways Lines electrification

(ix) Coal Dust Removal and Water Cleaning of Conveyors

(x) Sampling Stations on the Coal Conveyors No.5 and No.17

Bidding will be conducted trough the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines (see Section VIII of Bid documents).

4. Interested eligible Bidders may obtain further information from and inspect the bidding documents at the office of PIU PS, room 521, 326 Jibek Jolu BISHKEK, Kyrgyz Republic. Office hours: 8.00-17.00, lunch break: 12.00-13.00 (local time), holidays: Saturday, Sunday

5. A complete set of bidding documents may be purchased by any interested eligible Bidder on submission of a written application to the above and upon payment of a nonrefundable fee of
USD 150 (one hundred fifty US dollars), plus delivery cost via DHL from Bishkek to destination place according to price list of DHL (local office in Bishkek city). Cost can be paid in one of the following forms:

(a) a cashier’s or certified check;
(b) direct deposit to account No. 7128402000200493 at JSC Energobank, Bishkek, Kyrgyz Republic;
(c) direct payment to Cash Desk of JSC Power Plant.

6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Documents: Supply and Installation of Plant and Equipment.

7. Bids must be delivered to JSC PS at the above address no later than 13.00 local time on 14.04.2004. All bids must be accompanied by a bid security in the amount of USD 50,000 (fifty thousands US dollars) or an equivalent amount in a freely convertible currency in one of the following forms:

(a) a bank guarantee or irrevocable letter of credit issued directly by a reputable bank, in the form provided in the bidding documents, or

(b) a cashier’s or certified check.

8. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the JSC PS premises, Third Floor Conference Room (No.316), Jibek Jolu 326, Bishkek, Kyrgyz republic, at 13.00 (local time), on 14.04.2004. Late Bids will be rejected
