CONSULTING SERVICES

EXPRESSIONS OF INTEREST
Loan N° 4532 - BR

1. This request for Expressions of Interest follows the General Procurement notice for this project that appeared in Development Business N° 567 - Vol. 24 of September 30, 2001.
2. The Federative Republic of Brazil intends to apply part of the proceeds of this loan to payments under the contract for consulting services to elaborate the integrated local development plans and integrated water, sanitation, drainage and solid waste projects for the implementation of Frei Damião Project, located at Palhoça Municipal District, state of Santa Catarina.
3. The services to be financed under the loan include:
3.1 Socio-economic Diagnosis and Community Participation during project preparation including:
3.1.1 Meetings with community leaders and representative community groups to inform them of the start of PROSANEAR activities, clarify the project objectives and ensure the community collaboration and involvement in key decisions;
3.1.2 Inventory of existing physical information: cartography, photogrametry, geology, rainfall, runoff,etc.
3.1.3 Socio-economic survey including, at least, description of population (number of family members, origin, family income, employment status, hygiene habits, relationship between communities and government agencies), description of the area (population density, availability of common facilities, sanitary installations, community organizations, property wastewater disposal, solid waste,drainage) and level of payment for such services, priorities including those of basic infrastructure improvement, health problems related with sanitary conditions, preparation of population registry (cadastre), topographic survey of the area.
3.2 Integrated urban development plan in the subproject area, including:
3.2.1 Legality of land, urban and environmental regulations;
3.2.2 Identification of existing urban development plans and projects in the area;
3.2.3 Broad urban plan that will include street upgrading, access ways and alley network, connection to city street system, spatial location of necessary basic community infrastructure and services;
3.2.4 Prioritization of these interventions identifying those that are essential to make PROSANEAR projects sustainable;
3.2.5 Development of an urban development plan based on priorities, with cost estimates, institutional responsibilities;
3.2.6 Elaboration of an integrated conceptual proposal for basic urban development and agree with community on topics listed in item 3.2.4 above.
3.3 Integrated Water and Sanitation project - Feasibility study for water and sanitation and essential complementary works (drainage, solid waste, hillside security, etc.) including:
3.3.1 Description and justification of the proposed works;
3.3.2 Hydraulic of the basic infrastructure;
3.3.3 Present basic designs of the various project components;
3.3.4 Present calculation data, bills of quantities and budget;
3.3.5 Proposal for the implementation schedule;
3.3.6 Resettlement within the project area, if applicable, including a compensation plan for property loss / damage;
3.3.7 Hygiene and environment education plan, as well as other community participation plan, to be implemented during civil works construction;
3.3.8 Tariff (Cost recovery) and subsidy plan;
3.3.9 Operation and maintenance plan for the implementation phase;
3.3.10 Monitoring and evaluation plan for the implementation phase.

The Palhoça Municipal district will select a consultant to provide this services, according the procedures set out in world Bank Guidelines: Selection an Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).

Candidates who wish to apply should send CVs including description of similar assignments, previous experience in similar conditions, availability of appropriate skills among staff, etc (25 pages), along with a letter of interest up to March, 08 2004 to the address below.
