EMERGENCY RECOVERY PROJECT


PROCUREMENT OF GOODS AND SERVICES

SUPPLY AND INSTALLATION OF ID BADGING AND TRACKING SYSTEM FOR DOMINICA AIRPORTS

This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 584 of 16th June 2002.
The Government of Commonwealth of Dominica has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$0.96 million and a credit from the International Development Association (IDA) in the amount of SDR 1.9 million equivalent, towards the cost of the Commonwealth of Dominica Emergency Recovery Project, and intends to apply part of the proceeds of this loan and credit to payments under the contract for the supply and installation of an ID Badging and Tracking System for the CAnefield and Melville Hall Airports. Bidding will be governed by the World Bank's eligibility rules and procedures.
The Ministry of Communications, Works and Housing, Project Coordination Unit of the Emergency Recovery Project now invites sealed bids from eligible bidders for the supply and installation of the system.
The equipment and accessories include the following:

1. 1 Computer
2. 1 Digital Video Camera, tripod and required accessories
3. 1 Laser Printer
4. 1 PVC Card Printer
5. ID production and database software
6. ID Tracking System Software
7. Signature and/or fingerprint scanner
8. Proximity readable ID Card Stock for production of 1000 identification cards
9. Adequate spares, including toner and ink cartridges for production of at least 1000 ID cards

Services in the Installation of the above listed equipment and accessories as well as training in the use and maintenance of the system is also required from the bidder.

Bidding will be conducted through the Limited International Bidding (LIB) procedures specified in the World Bank Bank’s Guidelines: Procurement under IBRD loans and IDA credits, January 1995 (revised January and August 1996 and September 1997), and is open to bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from Mr. Fevrier Valmond, Project Coordinator at the Project Coordination Unit, Tel. # 767-448-8831, Fax # 767-448-4164 and inspect the bidding documents at the address below from 0900 hours to 1600 hours Mondays to Fridays.

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of EC $ 500.00 or US$200.00 from January 30, 2004. The method of payment will be by cash, certified cheque or bank draft payable to the Emergency Recovery Project. The document will be sent by courier.

Bids must be delivered to the address below by 1600 hours on March 1, 2004. All Bids must be accompanied by a bid security of 5% of the bid price, in EC$ or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 1615 hours on March 1, 2004.
