GENERAL PROCUREMENT NOTICE

AFGHANISTAN
EMERGENCY POWER UTILITY INVESTMENT AND TECHNICAL ASSISTANCE PROJECT

The Islamic Transitional State of Afghanistan has applied for financing, in the amount of USD 100 m equivalent, from the World Bank toward the cost of the proposed Emergency Power Utility Investment and Technical Assistance Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will have approximately USD 100 m of parallel and co-financing from sources yet to be identified.

The project will include the following components: (i) rehabilitation and expansion of sub-transmission and distribution networks in Kabul and other cities, including goods (transformers, switchgear, conductors, overhead line equipment, consumer meters, etc.); works (erection and installation of the goods); and services to design the network rehabilitation and expansion, and to supervise the erection and installation works; (ii) rehabilitation of hydro power stations; (iii) technical assistance to commercialize the power utility, DABM; (iv) capacity building and training for the Ministry of Water and Power and the power utility; and (v) technical support to develop a gas-fired power station in the area of Sheberghan / Mazar-e-Sharif using indigenous natural gas with private sector participation in its development and operation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business.
