GENERAL PROCUREMENT NOTICE

Project ID No. P049618

The Government of Kenya has applied for financing in the amount of US$15,000,000.00 equivalent from the World Bank toward the cost of the Nairobi Water and Sewerage Institutional Restructuring Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

This project is currently at concept stage and has yet to be fully defined. However, the project is expected to include the following components: (i) Institutional strengthening of new service delivery framework to support the setting up and operationalization of the Nairobi Water Services Board and Nairobi City Water and Sewerage Company; (ii) Immediate services delivery improvement program to strengthen the commercial, financial and technical operations of the Nairobi City Water and Sewerage Company; and (iii) Project monitoring and evaluation, consultations and communications, and preparation of follow-on program to support project monitoring, a complementary project communication program the preparation for a follow-on investment project in Nairobi and Mombasa.

Goods to be procured are expected to include vehicles; billing, collection and customer management systems; financial management systems; production and domestic meters; spare parts; laboratory equipment; workshop equipment; sewer maintenance equipment; sampling and quality assurance equipment. Consulting services to be procured are expected to include financial, technical and human resources, legal and transaction advisory services; financial and technical audits; and technical assistance for water resources assessment, engineering studies and design, demand and investment analysis, and environmental and social assessments.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995 edition, revised January and August 1996, September 1997 and January 1999), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 1997 edition, revised September 1997, January 1999 and May 2002).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-valued contracts for consultancy services will be announced, as they become available, in UN Development Business, dgMarket, international publication of wide circulation and in local newspapers.

Interested eligible bidders who wish to be included on the mailing list to receive invitations to prequalify/bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for large-valued consultancy contracts, or those requiring additional information, should contact the address below.
