The World Bank intends to finance the assignment/services described below under a trust fund from the Department for International Development, United Kingdom.

The services include:

Description: The Africa Municipal Digital Radio Program builds on the lessons learned from a pilot program held in Malawi from May 28 to July 16, 2003. Based on the feedback from stakeholders there will be four initiatives offered during the first year of the program: (i) Municipal Issues and News; (ii) Good Municipal Governance and Anti-Corruption; (iii) Civic Participation and Local Governance and; (iv) Local Public Finance for Practitioners. The Good Municipal Governance and Anti-Corruption component aims to share and disseminate instruments and practices in anti-corruption and good governance at the municipal level and to provide a structured platform for municipal officials and citizens to learn specific anti-corruption strategies which can be adapted and applied to their municipalities.

Audience: City Mayors, Local Public Officials, Civil Society representatives.

Language: English.

Implementation Period: January – June , 2004.

Location: Kenya, Tanzania, Uganda.

Scope of Work
1. The selected consultant will contribute in the preparation and quality control of didactic materials of the “Africa Municipal Anti-Corruption Digital Radio Pilot Programme”. A distance learning programme on Governance and Anti-Corruption at the Local Level for Kenya, Uganda and Tanzania.

2. The selected consultant will organize and prepare the field production of the course contents. This includes coordination and field-trips by specialists and journalists to Kenya, Uganda and Tanzania, communication and identification of resource people, coordination with local partners at the municipal level; peer review of course material for quality assurance.

3. The selected consultant will produce course modules, in close coordination and previous clearance by WBI task managers mentioned in para. 4, as well as have recorded around 24 hours of didactic material for course modules and produced 2500 workbooks to distribute to course participants during implementation stage.

4. The selected consultant will coordinate with the World Bank Institute, reporting to María González de Asís and Victor Vergara, programme managers, throughout the programme preparation, planning, delivery and follow up.

5. The selected consultant will complete an end of preparatory work report, including a statement of expenses with copy of receipts, and submit it to the World Bank Institute (Attn. Elizabeth Crespo to ecrespo@worldbank.org).

6. Method of payment:
a. 10% first installment upon signature by both parties.
b. 40% second installment three months after signature by both parties and upon submission by selected consultant of a detailed progress report.
c. 50% second installment upon the conclusion of the preparatory work and submission of statement of expenses by selected consultant as per item 5.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 1997 (revised September 1997, January 1999 and May 2002).
