The Transitional Islamic State of Afghanistan (TISA) has received grants from the Afghanistan Reconstruction Trust Fund toward the cost of the Afghan-Expatriate and Training Component, and intends to apply part of the grants for consultant services.

The Afghanistan Reconstruction Trust Fund (ARTF) is a multi donor trust fund administered by the World Bank in support of Afghanistan’s reconstruction efforts. One of the components of the ARTF is the Afghan expatriates and training component. The ARTF contains three funding windows: (i) recurrent costs; (ii) investment projects; and importantly (iii) an Afghan expatriates and training component. The ARTF concept document provides the following guidance in relation to the design of this component.

“The third component of the ARTF would be an Afghan expatriate and training component, which would finance through the Transitional Islamic State of Afghanistan, budget the compensation and expenses of the significant number of Afghan experts and professionals residing abroad, who wish to make a temporary contribution to the reconstruction of their country and are called upon to do so. This component would also finance similar expenses, moving/resettlement costs, and other costs where appropriate of those Afghan experts and professionals residing abroad who are called on to make a longer-term contribution to reconstruction in Afghanistan. Clear and merit-based recruitment procedures and an equitable structure of compensation in line with relevant principles embodied in a code of conduct would be required in order to permit such financing to occur. A TISA committee would establish procedures for recruitment, a compensation structure and other rules, in consultation with the ARTF Management Committees. This component could cover private as well as public sector activities, and also could cover relevant training programs to build capacity of Afghan organizations and individuals to contribute to reconstruction. The scope and modalities of this component need to be further considered, in close consultation with the TISA, before it is operationalized.”

The Independent Administrative Reform and Civil Service Commission (IARCSC) of the TISA now invites eligible contractors to indicate their interest in providing the services as a Contractor for the Afghan expatriate services. The services to be provided by the contractor include administration and operational management of the merit-base recruitment of Afghan expatriates and provide technical support to the program administration, including establishing database (which will contain the complete address of qualified expatriate Afghans) and its maintenance, advertisement of Consultants TOR, short listing of candidates, contract negotiation, logistical arrangement (including accommodation, airfare, transportation, custom, etc), financial management and program monitoring.

A Coordination Committee (CC) and Executive Committee have been formed to provide program guidance to include detailing compensation levels, selection procedures and areas of priority placement. The successful contractor would attend the CC meetings as well as coordinate with the donors on the basis of their support for the ARTF Expatriate and Training Component. The CC will be chaired by a representative of the IARCSC.

Interested contractors must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Contractors may associate to enhance their qualifications.

A contractor will be selected following the Quality-and Cost-Based Selection method, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Expressions of interest must be sent either in electronic or paper form to the address below by December 18, 2003, 16:00 hours local time. Expressions of interest received after the deadline will not be evaluated.
