The Government of Grenada has received a loan from the Asian
Development Bank in the amount of USD 3,000,000 equivalent, and has
received a loan from the Asian Development Bank in the amount of USD
3,040,000 equivalent toward the cost of the HIV/AIDS Prevention and
Control Project, and it intends to apply the proceeds of this funding
to payments for goods, works, related services and consulting services
to be procured under this project. Bidding for contracts financed by
the Asian Development Bank will be governed by the procurement rules
of the World Bank.

The Government of Grenada's HIV/AIDS Prevention and Control
Project is funded under the Multi-Country APL for the Caribbean
Region, with the following objectives: 1) curbing the spread of
HIV/AIDS epidemic; 2) reducing the morbidity and mortality attributed
to HIV/AIDS; 3) improving the quality of life for persons living with
HIV/AIDS (PLWAs); and 4) developing a sustainable organizational and
institutional framework for managing the HIV/AIDS epidemic over the
longer term.

The project will include the following goods, works and services:

- Promotion and Behaviour Change (Technical assistance services)
- Prevention and Control: (AIDS-prevention kits)
- The project would support the creation of the National
Infectious Disease Control Unit (NIDCU) within the Ministry of
Health with the following responsibilities: (Controller unit)
- Screening for HIV; (Technical testing and analysis services)
- Social marketing and condom distribution; (Condoms)
- Voluntary counselling and testing; (Technical inspection and
testing services)
- Strengthening of the STI Programme; (Community action programme)
- Strengthening the National Tuberculosis Control Programme
(NTCP); and (Tuberculin)
- Developing the HIV MTCT Prevention Programme (AIDS-prevention
kits)
- 3. Access to Treatment and Care: The project would support
upgrading current services available for providing care to PLWAs,
and for treatment, including the introduction of triple ART.
Priority actions include: (Medical practice services)
- Strengthening laboratory capacity by constructing a new facility
in and supporting sub-regional arrangements to diagnose HIV/AIDS
and opportunistic infections; (Research laboratory services)
- Development/adaptation of clinical protocols, and training of
health personnel; (Training services)
- Strengthening sub-regional drug procurement arrangements;
(Drugs)
- Strengthening infrastructure for community health services; and
(Health services)
- Expanding the infrastructure and capacity for OI treatment and
management of ART (Health services)
- Institutional Development, Management and Surveillance: (General
management consultancy services)

Procurement of contracts will be conducted through the procedures
specified in Procurement under IBRD Loans and IDA Credits[1] of the
World Bank, and is open to all bidders from eligible source countries
as defined in the guidelines. Consulting services will be selected in
accordance with Selection and Employment of Consultants by World Bank
Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market, and and
in regional, local and/or specialized newspapers and journals.
