Invitation for Prequalification

FIJI

Loan No. 1902

The Republic of the Fiji Islands has received a loan from the Asian
Development Bank in the amount of USD 16,800,000 equivalent toward the
cost of the Fiji Ports Development Project, and it intends to apply
the proceeds of this loan to payments under the contract for Civil
works at the Queens Wharf, Lautoka Port.

The Project aims to improve regional competitiveness of the port
system by (i) extending the life of King’s Wharf by an additional 15
years, (ii) ensuring that the wharf complies with the required seismic
standards, (iii) improving the wharf deck and container yard to
efficiently handle the increasing cargo loads, and (iv) extending
Lautoka Port facilities to facilitate trade opportunities with reduced
time and cost impact of port and cargo handling operations. The
Project will (i) arrest the deterioration of the ports in Suva and
Lautoka, (ii) strengthen critical sections of King’s Wharf enabling it
to comply with internationally recognized seismic standards assessed
for Fiji and the site, (iii) improve King’s Wharf deck and container
yard capacity to efficiently handle the increasing cargo loads, (iv)
increase berthage space by a total of 300 meters at the Lautoka port,
and (v) increase container storage area at the Lautoka port by six
hectares.

The Maritime and Ports Authority of Fiji (MPAF) intends to prequalify
contractors and/or firms for:

- Lot 1:

- Construction of an extension to the existing wharf, to be
approximately 150 m long and 48 meters wide comprising a concrete
deck on driven steel piles. The supply and installation of
fendering (Wharf)

- Lot 4:

- The provision of general services to the wharf, including power,
lighting and water reticulation (General public services)

- Lot 5:

- The planning, programming and management of construction
activities adjacent to the operational wharf, so that port
operations are not hindered or obstructed (Technical planning
services)

- Lot 2:

- The supply and installation of mooring bollards (Offshore
mooring work)

- Lot 3:

- Construction of a new bridge, connecting the existing wharf to
the recently completed adjoining reclamation (Construction work
for bridges and tunnels, shafts and subways)

It is expected that invitations to bid will be made in March 2003.

Prequalification will be conducted through prequalification procedures
specified in the Asian Development Bank Guidelines for Procurement
under Asian Development Bank Loans[1]. It is open to all bidders from
eligible source countries as defined in the guidelines.

Submission of Applicants for Prequalification Documents must be
received in sealed envelopes marked "Application to Prequalify for
Queens Wharf Extension Contract, Contract No. DE1/2002; and must be
delivered by hand or by registered mail.

Bidding will be allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the prequalification documents at the Maritime and Ports
Authority of Fiji (MPAF) at the address below. A complete set of
prequalification documents in English may be purchased by interested
bidders on the submission of a written application to the address
below and upon payment of a nonrefundable fee of FJD 100. or US$50.
The method of payment will be: written application to MPAF. The
document will be sent by MPAF will promptly dispatch the
Prequalification Documents to the applicant by registered mail.

Applications for prequalification should be submitted in sealed
envelopes, delivered to the address below by 15:00 on 13 February
2003, and be clearly marked "Application to Prequalify for Fiji Ports
Development Project. Civil works at the Queens Wharf, Lautoka Port."
