The Government of the Commonwealth of Dominica has received a loan
from the International Bank for Reconstruction and Development in the
amount of USD 960,000 equivalent, and has received a loan from the
International Development Association in the amount of USD 2,240,000
equivalent toward the cost of the Emergency Recovery Project, and it
intends to apply the proceeds of this funding to payments under the
contract for Technical Assistance (TA) services for the Institutional
Capacity Building of the Emergency Recovery Project.

The overall development objective of the project is to foster recovery
from the fallout of the events of September 11, 2001 and aims in
particular at creating the enabling conditions for recovery by
enhancing security arrangements at airports and seaports in the
Commonwealth of Dominica in order to secure transportation linkages to
and from major markets. Specifically, the project will finance civil
works, equipment, technical assistance and project management support
to strengthen security arrangements at the Country’s airports and
cruise terminals.

Directorate of Civil Aviation now invites eligible consultants to
indicate their interest in providing the following services:

- (i) a comprehensive security-training program for airports and
seaports:

- a comprehensive security-training program for airports and
seaports (Training programme services)

The comprehensive security-training program for airports and
seaports is aimed at bringing all security executives of the OECS
countries to a high and common level of management capability as
well as providing all security officers and related staff with an
adequate level of proficiency and operational capability;.
- (ii) technical assistance:

- technical assistance (Technical assistance services)

The services include technical assistance for a Review and Study
of Institutional and Regulatory issues related to the effective
implementation of enhanced security at the airports and seaports
terminals.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].

to the address below by 17:00 on 1 December 2002.
