THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY.  NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS.  NO SOLICITATION WILL BE AVAILABLE AT THIS TIME HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION.

The U. S. Army Corps of Engineers, New York District is performing a survey to determine if qualified and interested Small Businesses to perform construction services for the following effort:  The Construction of Department of Logistics (DOL) Motor Pool Facilities Relocation, United States Military Academy Preparatory School (USMAPS), United States Military Academy, West Point, New York.  This is a design-build project to construct a new Department of Logistics Facilities (DOL) to include Maintenance Building, Administration/Contractor Building, Fueling Facilities, Packaged Waste Treatment Plant, Upgrade Water Pumping Station and Organizational Vehicle Parking Areas.  Supporting facilities including but not limited to electrical, sewer, water, communications, paving, walks, parking, site improvements, heating and A/C, fire protection, and force protection. The estimated Construction Cost Range of this project is between $50,000,000 and $54,000,000.

 

This sources sought is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business (SB) community to perform construction services, to include:

 

  1. Section 8(a) Program
  2. Historically Underutilized Business Zone (HUBZONE) small business
  3. Service-Disabled Veteran-Owned Small Business (SDVOSB)
  4. The NAICS Code is 236220, Small Business under the size standard of $33,500,000 million average annual receipts for the preceding three (3) years

 

Interested firms, small business, 8(a), HUBZone, and SDVOSB concerns, must submit the listed information:

 

 

  1. A statement that your firm (including proposed Joint Ventures) is an a small business, an SBA certified 8(a), HUBZone, or a Service-Disabled Veteran-Owned small business (SDVOSB) concern.
  2. Provide examples of past experience on projects similar in scope and magnitude.
  3. Evidence of single contract bonding capacity in excess of $54M.

 

All interested firms MUST provide qualification statements and show written evidence from a Surety or a Bank Guaranty from a bank they have or can obtain bonding up to $54M within 10 days after receipt of signed contract.

 

The deadline to respond to this survey is 14 October 2008, close of business. This compilation is necessary to enable the Corp of Engineer (USACE) to determine if a pool of qualified small business firms is available to compete for this effort. Interested firms are instructed to contact Wei Lugin e-mail at wei.lugin@usace.army.mil, or on company letterhead, to Wei Lugin, 26 Federal Plaza, CENAN-CT, Room 1843, New York, NY 10278-0090, and provide documentation that illustrates the firms capabilities and prior efforts that are similar to the subject construction effort. This announcement does not imply that the Government is obligated to award this effort in the future. All interested and qualified small business Firms are encouraged to reply.
