To execute the work described in the plan (Figure 1) project
number R.013202.016 dated 15 Aug 08 and specification number
R.013202.016 dated 2008-09-05 which forms part of the Invitation
to Tender, by supplying all necessary tools, plant, services,
materials and labour in a careful and workmanlike manner.

The Work consists of:
Contractor will remove bird guano on the two towers of the
Burlington Lift Bridge in Burlington, Ontario. The work will be
conducted in the open space, below the machine rooms on both
towers, extended to just below the high voltage wire raceway and
the catwalk but will also include the vertical surfaces of the
side walls protecting this area and any surfaces within this
described area.

Work at site will involve contact with:
Lead in paint.
Guano on majority of surfaces in work area

Work will be conducted at significant heights and over traffic
areas and therefore fall protection
equipment must be used at all times within the work area. Some
areas requiring work may involve suspension over large open
areas. Work will be conducted in the vicinity of high
voltage wires. Some work in this area may have to be conducted
after the power to these cables has been locked out by the
contractor after consultation with the Bridge Operator. Power
lockouts will affect bridge operation, traffic lights,
navigation lights, bridge span lights,
elevators and power to the Towers. Locking out of power, if
required, must be limited to agreed upon conditions with the
Bridge Operator.

After the guano has been effectively remediated, anti-roosting
devices will be applied to some of
the horizontal areas and the high voltage cable raceway to
prevent this contamination from
occurring again.

Approximate dimensions of areas to be remediated:
12 Joists (9 metres)
2 Beams (9 metres)
2 Beams (15 metres)
Cross brace members on three sides (0.6 x 15 x 1 metres)
Catwalk with railing (25 metres x 1 metre)
3 Horizontal Sections of OWSJ Bracing (6 x 5 x 1 metres)
Floor Deck (5 x 15 metres)
Vertical Ladder (3 x 1 metre)
High voltage cable raceway (15 x 2 metres)
OPTIONAL SITE VISIT
Unique site conditions and other aspects of this project are
such that the Department considers attendance at the optional
pre-tender site meeting to be extremely important. Arrangements
have been made for a tour of the work site. The site visit will
be held on October 15, 2008, at 11:00 a.m. local time. Bidders
should meet the Department Representative and the Contracting
Authority at the base of the South tower of the bridge which is
located at 1157 Beach Blvd., Burlington, Ontario.

Bidders are requested to communicate with the Contracting
Authority 2 days before the scheduled visit to confirm
attendance and provide the name(s) of the person(s) who will
attend. Bidders may be requested to sign an attendance form.
Bidders who do not attend or send a representative will not be
given an alternative appointment but they will not be precluded
from submitting a bid. Any clarifications or changes to the bid
solicitation resulting from the site visit will be included as
an amendment to the bid solicitation.

ESTIMATED PROJECT COST:
The estimated cost for this requirement is between $50,000.00 to
$100,000.00 including GST.

COMPLETION OF WORK:
The project shall be completed within 7 weeks from the date of
award.

GENERAL INFORMATION:
Firms intending to submit tenders on this project should obtain
tender documents through the MERX services provider. Tender
documents will be available for viewing only, at the Kingston
Construction Association.

Drawings and Specifications are now available for viewing and
downloading in a Portable Document Format (PDF) or in a standard
paper version. Tenderers should note that Attachment 1 (ATT 1)
contains the Drawings and Specifications Package (DSP) which
consists of PDF files organized in an industry recognized
directory structure.

Addenda, when issued, will be available from the MERX provider.
Firms that elect to base their bids on tender documents obtained
from other sources do so at their own risk and will be solely
responsible to inform the tender calling authority of their
intention to bid. In all cases bidders must sign all addenda, if
any, that they have taken into consideration for their bid.

Standard terms and conditions for this procurement are
incorporated by reference, and form part of the tender and
contract documents. The standard documents are issued by Public
Works and Government Services and may be viewed on the MERX
electronic bulletin board as part of the information module.

Delivery Date: 28/11/2008

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
