The Naval Surface Warfare Center-Panama City Division (NSWC PCD), Panama City, FL intends to award a firm fixed price sole source purchase order using simplified acquisition procedures to Ardence, Inc. of Waltham, MA for specialized software and programming support to: (a) develop a driver that allows a WIN32 application to submit a secure erase command to the Silicon System's Silicon Drive Secure CF SSD-Cxxx(I)-3150 solid state drive under the Windows XP operating system; (b) perform integration testing with NSWC PCD system applications to verify correct operation of this driver; (c) develop the following Windows XP Embedded (XPE) Component Files (SLD): (1) XPE SLD for the GE FANUC Embedded System's QPM-1553 MIL-STD-1553 card; (2) XPE SLD for the onboard video chip on the Concurrent Technologies PP402 single board computer; (3)XPE SLD for the onboard Ethernet interfaces on the Concurrent Technologies PP402 single board computer; (d) integrate these components into NSW! C PCDs System Level Configuration (SLX) and (e) perform tests of the SLX configuration generated by the XPE OS configuration files at NSWC PCD. Delivery is required by 30 January 2009. This task is not suitable for full and open competition for the following reasons. In May of 2008 NSWC PCD released a Sources Sought Announcment (RFP Number N61331-08-Q-CC01) to FEDBIZOPPS and the NSWC PCD public website for this programming support. Ardence was the only source that responded that proved to have the capability to perform this effort. In addition Ardence has provided this type of skill set to the LCAC C4N project in the past and has done so with no defects in the end product. Award will be based on the written quotation. A firm-fixed-price order is anticipated. Anticipated Award date will be on or about 24 Oct 2008. Delivery will be to the Naval Surface Warfare Center, Panama City Division, Panama City, FL. 32407-7001. NAICS Code 541511 applies. SBA Size is $25M. FSC is R42! 5.
