Bidding for the Hiring of a Project Management Firm (PMF) for the Construction of the PhilHealth Corporate Center

The Philippine Health Insurance Corporation (PhilHealth), through its Bids and Awards Committee for Infrastructure (BAC-Infra), invites consultants to apply for eligibility and shortlisting and if found eligible and shortlisted, to bid for the hereunder project:

The list of minimum requirements is indicated in the Eligibility Requirements List. Prospective bidders should have experience in undertaking a similar project within the last ten (10) years (October 1998- September 2008) and have key personnel and equipment (owned, leased or under purchase) available for the implementation of the project. Eligibility of prospective bidders shall be checked using non-discretionary "pass/fail" criteria. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultant (30%), qualification of consultant (firm) (50%) and current workload (20%). Only five (5) eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be Quality-Cost Based Evaluation (QCBE). Bidders whose technical proposals pass the minimum technical rating of seventy percent (70%) shall have their financial proposals opened and evaluated. The technical proposal and financial proposal shall carry an eighty percent (80%) weight and a twenty percent (20%) weight in the bid evaluation, respectively, where in the event of a tie in the top overall rating, the bidder with the lowest quoted financial proposal among the tied bidders shall be declared as the highest rated bid.

The prospective bidder must submit copies of three (3) completed project management services contracts for the last ten (10) years with the highest cumulative service fee which must be at least six million pesos (PhP 6,000,000.00), or a notarized certification stating such three (3) contracts and the amount of each of the project management services fee of such contracts. If the contract submitted involves a combination of project management services and other related services, the amount of the project management services fee should be indicated or can be determined from the provisions of the contract, otherwise the same shall not be considered. (At any stage of the bidding process, the original copies of such contracts may be verified).

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR-A).

The Eligibility Requirements List will be available at the Secretariat for the Bids and Awards Committees Office, upon submission of a Letter of Intent (LOI), and upon payment of a non-refundable amount of one thousand pesos (PhP 1,000.00) cash to the PhilHealth Cashier. Submission of eligibility documents shall be in the same office.
Note: Joint ventures are not allowed to participate in the bidding of this project.

Bid Documents will be available only to shortlisted bidders upon payment of a non-refundable amount of five thousand pesos (PhP 5,000.00) cash to the PhilHealth Cashier.

PhilHealth assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.

PhilHealth reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
