1. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The SOCIAL SECURITY SYSTEM now calls for the submission of Letters of Intent (LOIs) from potential bidders to apply for eligibility and shortlisting for the above-mentioned projects. Interested consultants must submit their LOIs on or before October 16, 2008 at the Bids & Awards Committee (BAC) Secretariat, 6th Floor, SSS Main Building, East avenue, Diliman, Quezon City and secure therefrom Part I of the Bidding Documents consisting of the Eligibility Documents. Applications for eligibility will be evaluated on a "pass/fail" basis. The last day for the submission of the accomplished Eligibility Documents shall be on the date of the opening of Eligibility Documents on October 24, 2008 not later than 2:00p.m. at the Green Room, 12th floor, SSS Building, East Avenue, Diliman, Quezon City. Any Eligibility Documents submitted after this deadline shall be declared "Late" and shall not be accepted by the Bids and Awards Committee. Only those Bidders that are shortlisted will be entitled to submit bids.

3. The BAC shall draw up the shortlist of consultants from those who have submitted LOIs and have been determined as eligible both in accordance with the provisions of Republic Act 9184 (R.A. 9184) and its Implementing Rules and Regulations Part A (IRR-A). The shortlist of prospective bidders shall consist of a minimum of five (5) consultants. The criteria and rating system for shortlisting are:

Quality-Cost Based Evaluation System (QCBE/QCBS) shall be used consisting of the following criteria:

a) Applicable experience of personnel to be
assigned to the project - 50 points
b) Experience and capability of the Consultant - 20 points
c) Plan of Approach and Methodology - 30 points
3.2 Financial Proposal >>>>>>>>>>>>>>>>>>>>>>>>>>>> 30% Weight

4. LOIs must be delivered by hand, through mail, or facsimile to the address below on or before October 16, 2008.

5. Bidding will be conducted through open competitive bidding procedures as specified in the IRR-A of R.A. 9184, and is restricted unless otherwise stated, to Filipino citizens or organizations with at least sixty percent (60%) interest belonging to citizens of the Philippines. In accordance with IRR-A of R.A 9184, only bids from shortlisted consultants will be opened. The process for the eligibility check is described in the Eligibility Documents. In accordance with the IRR-A of R.A. 9184 the contract will only be awarded to the Highest Rated and Responsive Bidder who was determined as such during post-qualification.

The SSS shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure using a 70% - 30% technical and cost rating computation. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

6. Interested consultants may obtain further information from the SSS at the address given below from 8:00 a.m. to 5:00 p.m.

7. Shortlisted consultants shall be invited to participate in the bidding for this project through a Letter of Invitation to Bid issued by the BAC of the SSS. Part II of the Bidding Documents shall be issued only to shortlisted consultants from the address below upon payment of a non-refundable fee. The method of payment will be on a cash basis, payable at the SSS Cashiering Department, SSS Main Building, Ground Floor, upon accomplishment of SSS Form R6. The Bidding Documents shall be received personally by the prospective consultant or his authorized representative.

8. The SSS and/or its Bids & Awards Committee reserves the right to accept or reject any or all Bids without offering any reason, waive any formality or technicality, and to award to any bidder whose proposal is deemed most advantageous to the SSS. The SSS and/or its Bids & Awards Committee will not assume any obligation for any loss whatsoever that may be incurred by the bidders in the preparation of their respective bids, nor do they guarantee that an award will be made.
