The Government of the PSJpIe's Republic of Bangladesh has received a credit (IDA Credit No. 4386-BD) from the International Development Association (IDA) towards the cost of National Agricultural Technology Project (NATP): Phase-1 and intends to apply part of the proceeds to cover eligible payments under the contract for the provision of services for the played by five (5) Experts and three (3) Assistant Experts. The required qualification and experiences including the scope of work for the five (5) Experts and three (3) Assistant Experts are described below; additional information may be obtained by personally contacting the office of the NATP or from the Websites given below; www.barc.gov.bd; www.cptu.gov.bd and www.moa.gov.bd Academic: -Bachelor in Engineering or post graduate Qualification (masters or equivalent experience) in business, finance, commerce, law or suitable equivalency with about 8 years of demonstrated experiencein handling international procurement of goods works and services; knowledge, use and good understanding of the Public Procurement Regulations and Act is essential. Experience: Service experience in procurement related activities in decision making in Academic: Masters degree Experience: Service experience in preparation of technical specification for service, goods, works etc. in Government & Autonomous bodies. Universities, NGOs and private sectors Responsible to Project Director (PD) of PCU and procuring entity Office management of PCU Work with PD of PCU in taking administrative decision Keep liaison with MOA, MOFL, PIUs, KGF and Honex Component in administrative work of NATP Make draft for office correspondence, maintain office records, receive and Duties and Responsibilities - Responsible to PSC Act as independent external member of PCT Prepare and review the bidding documents, request r proposals Receive bids/proposals, evaluate bids/proposals, and prepare bid/proposal evaluation reports along with recommendations for the award of contract; carry out sample epos review of bidding procedures followed in smaller contracts under the project that are not subject to prior review Handle complaints Make field visits to a number of sites and check the quality of procurement of goods and works and performance of the suppliers and contractors. For large value contracts of IAs subject to prior review, the PCT's procurement e\pert along will: (a) review ilie bidding documents/ request for proposals, (b) take part in bid/proposals evaluation and contract awards. (c) Provide guidance in handling complaints 2. Independent Technical Expert PCT-OI for Academic: Masters Degree Experience: Service experience in preparation of technical specification for service, goods, works etc in Government & Autonomous bodies. Universities, NGOs and private sectors Maximum 60 months or up to completion of project Responsible to PSC Act as independent external member of PCT Prepare and review technical specification of service, goods, works etc. Evaluate technical specification of bids Receive bids/proposals, evaluate bids/proposals, and prepare bid/proposal evaluation reports along with recommendations for the award of colorcast; carry out sample ex-post review of bidding procedures followed in smaller contracts under the project that are not subject to prior review Handle complaints for technical specification Make field visits to a number of sites and check the quality and performance of procured goods & works. For large value contracts of IAs subject to prior review, the PCT's technical expert along with procurement expert will: (a) review the bidding documents/request for proposals, (b) take pan in bid/proposals evaluation and contract awards,(c) provide guidance in handling complaints. Experience Work experience in financial management in agricultural/autonomous us/privacy sector in high) executive and decision making post - Work experience & expertise in handling fund of donor aided preferably IDA funded project Knowledge in accounting software is required Computer literacy MS Word & Excel essential Maximum 60 -months or up -to completion of project Responsible to Project Director (PD) of PCU and procuring entity Budget preparation, disbursement of project funds to various agencies, components and PIUs. Monitoring of fund utilization Receive SOE from PIUs and Horicx & KGF Components Maintenance of books and bank accounts Cash low management Preparation of withdrawal application to claim funds from WB Assistance to external auditor and ensuring appropriate follow up of audit Facilitate , training for FM personnel Monitoring & Evaluation Expert-01 Academic: - Masters Degree n Economics/Statistics/ Agri. Economics. Trained in project management Experience: Experience of working in planning, monitoring, evaluation of donor assisted development projects in GO or with international development partner Knowledge on MS Office and SPSS Responsible to Project Director (PD) of PCU and procuring entit
