The BAC will conduct this public bidding in accordance with R.A. 9184 and its Implementing Rules and Regulations Part A.

To be eligible to bid for this contract, a contractor must submit a Letter of Intent (LOI), Eligibility Requirements and must meet the following major criteria: (a) prior registration with the DPWH, (b) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license applicable to the type and cost of this contract, (c) completion of a similar contract costing at least 50% of ABC, and (d) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment/cash deposit certificate for at least 10% of ABC. The DPWH will use non-discretionary pass/fail criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

Unregistered contractors, however, may submit their LOIs and Eligibility Requirements simultaneously with their applications for registration, to the DPWH-Regional Office I before the deadline set below for the receipt of LOIs & Eligibility Requirements. The DPWH Central BAC-TWG will first process the contractor's applications for registration and issue the Contractor's Certificate of Registration (CRC) before processing their LOIs. The DPWH Central BAC-TWG will process only those with complete registration requirements.

The significant times and deadlines of procurement activities are shown below:

1. Receipt of LOIs & Eligibility Requirements from Prospective Bidders:Deadline: 3:00PM on September 24, 2008 @ DPWH, RO I, San Fernando City, LU
2. Issuance of Results of Eligibility Check: From September 30-October 2, 2008
3. Issuance of Bidding Documents: October 3-9, 2008 (9AM-3PM)
4. Pre-Bid Conference: 10 AM on October 10, 2008 @ DPWH, RO I, Conference Room, San Fernando City, La Union
5. Receipt of Bids: Deadline: 10AM on October 22, 2008 @ DPWH, RO I, Conference Room, San Fernando City, La Union
6. Opening of Bids: 2PM on October 22, 2008 @ DPWH, RO I, Conference Room, San Fernando City, La Union

Prospective bidders may download the Registration, LOI & Eligibility Forms from the DPWH website www.dpwh.gov.ph. The BAC will issue hard copies of LOI and Eligibility Forms at DPWH-Regional Office I, Aguila Road, City of San Fernando City, La Union, upon submission of Authorization Letter, presentation of two (2) valid ID's, original Contractor Registration Certificate, Original PCAB License, Original Tax Clearance, valid Phil-GEPS Registration, latest Tax Certificate of payments and latest Income Tax Return duly received and stamped by Bureau of Internal Revenue (BIR) per DPWH, DMC#7, S 2005 and upon payment of a non-refundable amount of P1,000.00 to the DPWH, Regional Office I, Cashier. Prospective bidders that will download the LOI and Eligibility forms shall pay the same amount upon submission of their LOIs and Eligibility Requirements. Prospective bidders shall submit their accomplished LOIs and Eligibility Forms and obtain the results of the eligibility check at the same address. Late LOI and Eligibility Forms shall not be accepted.

Prospective bidders may also download the Bidding Documents (BDs), if available, from the DPWH web site. The BAC will also issue hard copies of the BDs at the same address to eligible bidders upon payment of a non-refundable fee as mentioned above respectively. Eligible bidders that will download the BDs from the DPWH website shall pay the said fees upon the submission of their bids.

The DPWH-Regional Office I reserves the right to accept or reject any bid and to annul the bidding process anytime before Contract award, without incurring any liability to the affected bidders.
